The 2022 Census interviewed, from August 1 to yesterday (5), 78.73% of the country’s estimated population, which represents 168,018,345 people, in 59,192,875 households in the country. Of the total number of people registered, 51.6% were women and 48.4% men, 39.54% are from the Southeast, 29.43% from the Northeast, 14.76% from the South, 8.79% from the North and 7 .44% in the Midwest. “It is an operation that we are printing an incredible quality like never before in any other Census. It is the first time that we are in the field with a mobile collection device that transmits the operation in real time”, noted the director of Research at the Brazilian Institute of Geography and Statistics (IBGE), Cimar Azeredo, during the virtual presentation of the room balance of the 2022 Demographic Census collection. The institute hopes to conclude another 10% of the interviews by the 20th. . In second place, the most advanced federation unit is Sergipe, with 91.2%, followed by Rio Grande do Norte, with 89.8%. The most backward are Mato Grosso (65.9%), Amapá (66.9%) and Espírito Santo (70.67%). The Director of Research at the IBGE, Cimar Azeredo, said that the data from the states of Piauí and Sergipe correspond to the total number of households surveyed in all addresses of census tracts, which coincide with the first stage of the Census. “In the homes that are closed, they [recenseadores] they will revisit to try to open it because it is understood that people live there and if there is a resident, they will try to register. In those that people refused, we will use enumerators with more expertise to break the refusal situation”, he revealed, adding that this is the second stage of the process. At this stage, people from these two states who have not yet been heard can also make a communication to the Disque-Censo, which is a toll-free service, by dialing 137, from 8am to 9.30pm. The technical manager of the Census, Luciano Duarte, informed that the IBGE will verify the condition of the census of these people and an interview will be scheduled for the application of the questionnaire. Still according to him, the work will continue during the month of January. “So that we can deliver a really quality product to society, not only from the population, but with all the content of the Census questionnaires, which is quite robust”, he said, assuring that there will be no impact on the distribution of the Fund’s values Participation of Municipalities. Subnormal clusters So far, the 2022 Census has identified 12,337,295 people living in subnormal clusters, which corresponds to 7% of the census population. This is the first time that the IBGE publishes the total population census in these locations, defined as the irregular occupation of land for housing purposes in urban areas and which, in general, are characterized by an irregular urban pattern, lack of basic public services and location in areas restricted to occupation. In addition, 1,489,003 indigenous people and 1,208,702 quilombolas have already been registered. The IBGE will deliver preliminary data from the 2022 Census to the Federal Court of Auditors on December 26, but, due to the delay in collecting the information, the work will extend until January of next year. According to Cimar Azeredo, information equivalent to about 90% of the population of Brazil will be presented to the federal government’s external control body. “We will certainly have almost 90% of the entire population covered. So, for these 90% of the population, the number of municipalities, we still don’t know for sure how many there will be, but basically it will be the majority”, he revealed, noting that the IBGE will still define the form for the portion that is not delivered in December. Refusal rate One of the problems faced in completing the 2022 Census is the rate of refusal to answer the questionnaires, which reached around 2.59% of households, a percentage that the Director of Surveys intends to reduce by the end of the operation, after applying all insistence protocols. According to Azeredo, there was a lot of refusal in areas with higher incomes and it was necessary to work together with the liquidators to facilitate the work of the census takers. Hiring Another difficulty faced in carrying out the Census is hiring census takers, especially, according to the director, in the states of the South, Southeast and Midwest regions. Even with the increase in remuneration, considered low at the beginning of the work, the problem continued. Cimar Azeredo commented that it was necessary to issue provisional measures, including changing the criteria for hiring possibilities. “We had to take a provisional measure to make people with MEI, individual microentrepreneurs, able to act in the Census, [e também] retired civil servants. This Census shows that the IBGE will move towards a paradigm shift in the process of hiring census takers”, he pointed out. The IBGE is also transferring census takers from one state to another to be able to cover the operation where there is a shortage. Across the country, between November 28th and last Sunday (4th), the IBGE had 60,611 census takers in action and 33.1% of the total vacancies available. Luciano Duarte highlighted the partnership with the Municipal Health Secretariat of Rio de Janeiro, which is training community health agents to act as census takers. “The partnership is being fundamental in this final stretch of collection in the capital of Rio de Janeiro”, he indicated. Questionnaires Around 89.4% of households or 52,948,134 answered the basic questionnaire and 11.6% or 6,796,163 answered the extended one. In the basics, the average filling time has been 5 minutes and 14 minutes for the extended form. According to the IBGE, 99.3% of the questionnaires were answered in person, with 204,151 households choosing to respond via the internet and 233,894 by telephone. The institute recalled that census takers are always wearing the body’s vest, Census cap, identification badge and mobile collection device (DMC).
