The balance of credit operations guaranteed by the Union in 2022 was BRL 276.852 billion. The amount represents an 8.75% reduction in the outstanding balance compared to 2021, when guaranteed operations reached BRL 303.41 billion. The data are contained in the Quarterly Report on Secured Credit Operations, released today (30) by the National Treasury. In total, there were R$ 105.37 billion in internal credit operations and R$ 171.48 billion in external credit operations. According to the Treasury, the result can be explained, in large part, by the variation in the exchange rate, which fell 6.50% in the dollar in the period. Of the total guaranteed debt, 72.4% is indexed to the exchange rate. In 2022, 134 secured credit operations were contracted, of which 111 were internal guarantee contracts and 23 were external. The highlight was the high share of new guaranteed operations with municipalities, which totaled 112 signed contracts (83.6%). Among creditors, federal banks, such as Banco do Brasil, Banco Nacional de Desenvolvimento Econômico e Social, Caixa Econômica Federal and Banco do Nordeste do Brasil, concentrate 96.3% (R$ 101.44 billion) of operations internal credit. Multilateral organizations, such as the International Bank for Reconstruction and Development, the Inter-American Development Bank and the Development Bank of Latin America, among others, account for 92.7% (R$ 159.03 billion) of external credit operations . Among borrowers, the states have the largest share, with 77.2% (R$ 213.84 billion) of the total outstanding balance. Municipalities and federal banks account for 11.2% and 6.9%, respectively. Among the states, São Paulo has the highest outstanding balance in secured credit operations, with 13.6% of the total (R$37.72 billion), followed by Rio de Janeiro, with 12% of the total (R$33.27 billion). Honor of guarantees Last year, the value of honored guarantees was R$ 9.78 billion, against R$ 8.96 billion in 2021. The guarantee honors paid in the year refer to nine states, of which R$ 3.98 billion related to defaults in Rio de Janeiro; R$ 1.98 billion from Minas Gerais; R$ 1.29 billion from Goiás; R$886.57 million from Rio Grande do Sul; R$547.90 million from Maranhão; R$443.86 million from Pernambuco; R$352.16 million from Piauí; R$242.57 million from Alagoas; and R$35.11 million from Rio Grande do Norte, in addition to R$32.06 million from the municipality of Taubaté (SP). In total, since 2016, the Union has paid BRL 51.69 billion in order to honor guarantees in credit operations. “The amounts honored in 2022 increased the need to finance the federal public debt, since the Union is prevented from executing the counter-guarantees of several states that obtained injunctions in the Federal Supreme Court (STF) suspending the execution of said counter-guarantees, and the related to the states that are in the Fiscal Recovery Regime (RRF)”, said the Treasury.
