The Instituto Fogo Cruzado report for the year 2022 pointed out that the northern zone of the capital of Rio de Janeiro concentrated 38% of the total number of shootings mapped in the year in the metropolitan region of Rio de Janeiro. The survey, publicly available in its entirety, presents several data segmentations. It reveals, for example, episodes involving police operations, the most affected neighborhoods, victims by age group and numbers of occurrences involving proximity to teaching and health units. Fogo Cruzado initially emerged as an application developed by Amnesty International and launched in 2016 to monitor shootings and their impacts in urban centers. It has been improved, becoming a platform capable of gathering different indicators on armed violence. In 2018, the project started to have an independent and autonomous management. Currently, the work is carried out in 49 municipalities in three metropolitan regions: Rio de Janeiro, Recife and Salvador. With the objective of providing information that can help the planning of effective public security policies, the annual report presents an overview with details of the monitoring. Data from the metropolitan region of Rio de Janeiro appear in the report divided into six locations. Four of them refer to the capital: north zone, west zone, south zone and center. The other two are Baixada Fluminense – comprising 13 municipalities such as Belford Roxo, Duque de Caxias, Nilópolis, Nova Iguaçu and São João de Meriti – and Leste Metropolitano – which includes Niterói, São Gonçalo, Itaboraí, Maricá and others. According to the survey, there were 3,587 shootings in the metropolitan region of Rio de Janeiro in 2022, which represents an average of ten per day. Data points to a 23% drop compared to 2021, when there was an average of 13 daily records. 45% of the shootings mapped resulted in deaths or injuries. In all, 2,000 people were shot: 984 died and 1,016 were injured. On average, 166 people were shot per month. Compared to 2021, there was a 9% drop in the death toll. The number of wounded remained stable. Shootings that occurred during police actions or operations in 2022 represented 35% of the total. The death of 67 public security agents shot on duty was recorded, and 44 were injured. Another 52 deaths and 33 injured victims were recorded involving professionals out of service, retired or exonerated. Compared to 2021, there was an 18% drop in the number of dead agents. The mapping also counted 109 people hit by stray bullets in 2022, of which 26 died. In practically 60% of the episodes, the victims were shot during police actions or operations. In addition to concentrating 38% of all shootings, the north zone of Rio recorded the highest number of injuries. The Baixada Fluminense accounted for the highest number of deaths: there were 302, just over 30% of the total mapped. In the breakdown by neighborhoods, the three most affected by shootings are in the city of Rio de Janeiro: Praça Seca (73 occurrences), Maré (67) and Vila Kennedy (65). In other municipalities, the Olavo Bilac neighborhood, in Duque de Caxias, accounted for the most episodes. In the records of deaths caused by firearms, three districts of the capital stand out: Penha (34), Maré (25) and Complexo do Alemão (19). Recife and Salvador The report also provides information on municipalities in Pernambuco and Bahia. In the metropolitan region of Recife, 1,307 deaths from firearms were recorded, the highest number ever recorded since the Fogo Cruzado Institute began operating in the state in 2018. In Bahia, the data also revealed a high lethality. In the second half of 2022, the metropolitan region of Salvador accounted for 499 deaths caused by firearms. On average, it means 83 occurrences per month, almost three per day.
