The federal government will reinforce the Federal Police (PF) and the National Public Security Force in Roraima. The measure was announced this morning (6), by the Minister of Justice and Public Security, Flávio Dino. “In compliance with President Lula’s decree, I determined the expansion of the presence of the Federal Police and the National Force in Roraima throughout this week”, wrote Dino in his personal Twitter account. The presidential decree Dino is referring to is nº 11.405, which authorizes the ministries responsible for the main direct actions to face the humanitarian crisis that befell the Yanomami Indigenous Land to request help from other public bodies. The text of the decree published in the Federal Official Gazette on the 31st establishes that the National Public Security Force will be able to act in the security of health and assistance teams on missions in Yanomami territory. The decree also defines that it is up to the agents of the PF and the Brazilian Institute of the Environment and Renewable Natural Resources (Ibama) to adopt administrative police measures, including the interdiction of aircraft and equipment used in illegal activities, such as mining and illegal logging. It also authorizes the Brazilian Air Force (FAB) to create an Air Defense Identification Zone (Zida), restricting flights over Yanomami territory, with the aim of preventing the arrival of new prospectors in the area and the replenishment of supplies destined for the fences. of 40,000 non-Indians who, it is estimated, are occupying the area. The presidential decree of December 31 is part of a series of actions that the federal government has been announcing since new images of malnourished indigenous people caught the attention of public opinion. The problem has been denounced for years, but, according to indigenous organizations and oversight bodies such as the Federal Public Ministry (MPF), it has worsened in recent years. Motivated by accusations that the illegal activity of miners is contaminating the rivers that supply local communities, destroying the forest and affecting the populations’ conditions of survival, the Executive Power sent technicians from the Ministry of Health who came across malnourished children and elderly people, many weighing well below the recommended minimum, as well as people with malaria, acute respiratory infections and other illnesses without receiving any type of medical assistance. In view of these findings, the Ministry of Health declared a Public Health Emergency of National Importance in the indigenous territory – which allows the federal Executive Branch to adopt measures for the prevention, control and containment of risks to public health on an urgent basis. The federal government also set up the so-called Public Health Emergency Operations Center (COE), subordinated to the Indigenous Health Secretariat (Sesai) and in charge of coordinating the Public Power’s responses to the emergency situation. Professionals from the National Force of the Unified Health System were sent to care for patients located at the Yanomami Indigenous Health House (Casai), in Boa Vista, and at the field hospital that the Army set up in the state capital. “We want the disintrusion [a retirada dos não indígenas] of indigenous lands takes place in peace, without conflicts.
