The Minister of the Comptroller General of the Union (CGU), Vinícius de Carvalho, said that the portfolio found excessive justifications for imposing secrecy on federal public administration documents in recent years, which restricts public access. The CGU is reviewing 234 cases of access to information denied in recent years. According to the minister, most of the justifications for non-attendance were because they involved personal data, national security, intelligence actions and issues related to the safety of the President of the Republic and family members. “We noticed an excess of justifications for restricting access to information”, he said in an interview with the program A Voz do Brasil. “Even in relation to personal data, you can open secrecy, as long as there is a public interest that prevails in the case”, he added. Among the cases under analysis are records of entry and exit from public buildings and disciplinary procedures for the military. The reassessment of the secrecy of the documents was determined by President Luiz Inácio Lula da Silva. After the determination, expenses with the corporate card of former presidents of the Republic between 2003 and 2022 were disclosed. The information released covers the mandates of Luiz Inácio Lula da Silva (2003-2010), Dilma Rousseff (2011-2016), Michel Temer (2016-2018) and Jair Bolsonaro (2019-2022). “Publicity is a value, transparency is a value, secrecy is an exception,” he stressed. Inspection of public policies Carvalho stated that the CGU intends to intensify actions to control the execution of public policies, especially in municipalities, to identify any failures and the need for improvement.
