The Senate plenary approved this Thursday (16) the Draft Legislative Decree (PDL) 255/2022 that complies with the text of the Agreement on Air Services between Brazil and the Seychelles. The text goes on for promulgation. In practice, the project deals with granting rights such as flying over another country’s territory without landing; stopovers in the territory of the other country, for non-commercial purposes and stopovers at points on the routes specified in the schedule of routes jointly agreed by the aeronautical authorities of both countries. Each party will have the right to indicate in writing, through diplomatic channels, one or more airlines to operate the agreed services, as well as to revoke or change this designation. Tariffs Still according to the agreement, neither country will charge or allow the airlines designated by the other to be charged, aeronautical tariffs higher than those charged to its own airlines. The text also provides that each country, based on reciprocity of treatment, will exempt the designated airline from taxes and fees, to the greatest extent possible in accordance with its current national legislation. In addition, both countries will allow the designated airline to determine the frequency and capacity of international air transport services to be offered, based on market-specific commercial considerations.
