President Luiz Inácio Lula da Silva resumed this Tuesday (21) the policy of recognition of traditional quilombola territories, with the signing of the titles of three areas, where 936 families live. The titling of areas where descendants of enslaved Africans live during the Portuguese colonization of the country had been deliberately interrupted during the government of former President Jair Bolsonaro. The last titling was in 2019 in the quilombo Paiol de Telha, in Paraná, by virtue of a court order. “A lot has been said about democracy in recent years, when it has been effectively threatened. The truth is that no country in the world will be a true democracy while the color of people’s skin determines the opportunities they will or will not have throughout their lives”, said Lula. According to the Ministry of Racial Equality, Lula signed the title to three quilombola territories in two states. The area of Brejo dos Crioulos, in Minas Gerais, had 2,200 hectares recognized, a partial title, since the total territory adds up to more than 8,100 hectares. In the community, 630 families live. In Sergipe, two territories were titled. One of them is Serra da Guia, in the municipality of Poço Redondo, where 198 families live, in a total area of 9,000 hectares, of which 806 hectares were titled. The other is the Lagoa dos Campinhos territory, in the municipalities of Amparo de São Francisco and Telha. It has a total area of 1,263 hectares, but the titled part corresponds to 111 hectares. In total, 108 families live in this area. The titling of quilombola areas will be part of the Aquilomba Brasil program, which also provides for actions in the areas of housing, education and infrastructure, such as housing construction and expansion of electrification in rural areas not yet contemplated. “The promotion of rights for quilombola communities in Brazil is an act of reparation for the enormous historical debt that the Brazilian State owes these populations. Based on the Aquilomba Brasil Program, in terms of access to land, we are going to organize, together with Incra, a national title agenda, which begins with the titles delivered today by our president”, said the Minister of Racial Equality, Anielle Franco. Titling, under the responsibility of the National Institute for Colonization and Agrarian Reform (Incra), is the last step in the process of recognizing a traditional territory.
