The city of São Paulo started, this Monday morning (10), the Ampara SP program, an action aimed at joining the social reception of homeless people. The objective is to increase the adherence of this population to the assistance services of the municipal network, aiming to improve measures already adopted by the social assistance teams and the subprefectures. In this new model, 46 specialized technicians will work 24 hours a day, seven days a week, at the points with the highest concentration of people living on the city’s streets. There will be two teams of 23 people – composed of pedagogues, sociologists, occupational therapists and art educators – who will take turns on shifts to provide comprehensive care with listening and welcoming. “When they wish, those approached will be sent to vacancies contracted by the city hall in hotels, located in the city center, which will be prepared to receive, in separate equipment, people alone, people with disabilities, families, the elderly and the LGBTQIA+ population. In the hotels they will receive, in addition to accommodation, breakfast, lunch, snack and dinner. The vacancies will be fixed and not just for an overnight stay”, informed the city hall. The service is comprehensive, with listening and reception provided by interdisciplinary professionals, such as pedagogues, sociologists, occupational therapists and art educators. “The pilot project is an improvement of the measures already adopted by the teams, with a diversity of methodologies and actions by specialists who will be committed to sensitizing people about issues related to homelessness, the provision of care in the socio-assistance network, as well as welcoming and professional qualification”, informed the city hall in a note. The Public Defender of the State of São Paulo said that the removal of collapsible tents and other personal belongings of this population is an illegal practice and prohibited by Municipal Decree No. mentioned rules, such as the use of water jets and the abusive taking of belongings. “In this sense, the Public Defender’s Office has already obtained two judicial convictions from the municipality, in public civil actions on the subject. In addition, together with other entities, it took the issue to the Federal Supreme Court through ADPF 976, in which the declaration of the unconstitutionality of the removal of belongings from people in situation is pleaded for constituting a violation of the rights of this population, infringing fundamental rights of equality and property”, says the note. In the evaluation of Father Júlio Lancelotti of Pastoral do Povo de Rua, the project is “strange” since, according to him, it is not known where people are being taken. “Our people, who accompanied the work, asked today where these people were being taken and they said they couldn’t speak, and that if someone took a picture they wouldn’t take it”. Lancelotti said that not even the city hall is informing the pastoral about the fate of those collected. Questioned, the city hall did not respond and reaffirmed the same information that it had previously provided in a note.
