This Thursday (13), the city of São Paulo launched a set of measures to avoid threatening situations within schools. Named School Protection of Culture and Peace, the program creates the School Protection Committee with the participation of seven secretariats for an integrated guidance protocol for school units. The mission of this group will be to establish measures to ensure school security, formalize partnerships with public security forces, integrate data, information and cybernetic intelligence at the service of identifying threats to the safety of the school environment, promote training for Education staff, and ensure integration between the community and public authorities. With an additional investment of BRL 35.4 million, the objective of the measures is to increase the prevention and resolution of conflicts, under different aspects, involving students in the school community. To this end, the School Protection Committee will promote joint actions between the municipal departments of Education, Government, Social Assistance, Urban Security, Health, Human Rights and Citizenship, and Innovation and Technology, in addition to the City Council. “The purpose of this committee is to make it permanent. A committee that aims precisely to propagate and practice the culture of peace, to work on preventive measures, with mental health and always avoid aggressive actions”, said municipal secretary of Education, Fernando Padula. According to the secretary, the committee has already built a security protocol that must be activated by schools in cases of violent acts or threats. According to this protocol, if there is any sign of threat, the school management must activate the focal point in the Metropolitan Municipal Guard. In addition, the document stipulates that the school supervisor must contact the management team of the Support and Monitoring Center for Learning (NAAPA), the regional director of Education and family members of the perpetrators of the threat. From then on, the competent bodies become responsible for monitoring. In the case of a violent act, the protocol determines that the school adopt emergency actions, such as the Alert Button or call the security forces and rescue teams. “These protocols will be uniformly distributed throughout the network, so that all agents, at all times, know how to act based on the type of provocation, and always with one main objective, which is the reception of children, so that we can not encourage this type of action and take care of everyone, in every year”, explained the acting municipal secretary of Urban Security, Junior Fagotti. Measures Among the other five measures that are part of the program is the Alert Button, which must be activated in case of emergency. With this system, which the state promises to make available to 8,000 municipal, state and private school units, schools will have a direct channel with the Municipal Civil Guard Center (GCM). In this way, the GCM, Military Police and SAMU vehicles will be sent to the school immediately. The tool will work on a cell phone and will be available from next Wednesday (19) to the management team. The objective is that later all teachers will have this system available. The promise is that there will also be a 50% increase in the vehicles of the Ronda Escolar (GCM), which will reach 96 exclusive for this service and the expansion of the Mães Guardiãs program, from 5 thousand to 7 thousand. These mothers help in the active search for students who dropped out of school and can also collaborate with the dissemination of a culture of peace and non-violence, reporting to the pedagogical team any observed event that violates dignity, safety or fundamental human rights. An expansion of 25% of the psychological support teams in the school units is also foreseen; and the creation of an Integrated School Security Cabinet made up of a Military Police officer, a civil police officer, a Civil Guard inspector and representatives of the municipal Education and Innovation and Technology departments, who will discuss security measures. “We are going to take all the necessary actions to be able to minimize, welcome and have the necessary preparation for all kinds of situations. We made a point of putting in place protection measures and a culture of peace. We need to reinforce actions in our schools to bring the family to school, carry out integration actions between students, teachers, directors, assistants, in short, the entire school body”, said Mayor Ricardo Nunes. Attacks in April Regarding the rumors of a series of attacks on schools on April 20, the representative of the São Paulo State Secretariat for Public Security (SSP-SP), Alexandre Nepomuceno, said that the secretariat is aware and monitoring, but understands that the threat is not true. “Realize that an aggressor has the surprise factor to try to make his attack as successful as possible, it is not smart to attack schools on the 20th, and this has been widely publicized”, he highlighted. However, Nepomuceno assured that the security authorities will be attentive, since the news exists. “But the 20th should be a very safe day for all students. They must attend classes and our intention is to ensure that there is peace of mind”, said the SSP-SP representative. The date is an allusion to the day when two students aged 17 and 18 entered Columbine College, in Dever, Colorado (USA), and opened fire, leaving 12 students and a teacher dead, in addition to 24 wounded. Then, when the police were at the school, the two students committed suicide. Investigations revealed that both considered themselves marginalized in school and that they were fascinated by themes such as Nazism.
