The Minister of Justice and Public Security, Flávio Dino, launched, this Friday (14th), in Porto Alegre, the second phase of the National Security with Citizenship Program. He returned to talk about actions by the federal government – together with states and municipalities – to combat new cases of violence in schools and classified the problem as a national one, without identification with an international connection. Therefore, there is a need to integrate the Federal Police with the state police, through the National Public Security Secretariat (Senasp/MJSP). “We are not in a position, at this moment, to state that there is superior nucleation of these cells. But that they are organized through the internet is unequivocal”, he guaranteed. Flávio Dino described two profiles identified among the more than one hundred arrests and seizures, according to age group, of the Safe School Operation. “We even have cases of young teenagers from one state being directed, via the internet, by small cells located in other states. We have, therefore, two bands: those who act individually, for personal problems of various natures, and we also have these cells stimulating [a cometerem atos violentos]”. The investigations showed that the internet is the main means of inciting violence, therefore, the Minister of Justice demanded, through a rule, that digital platforms monitor and restrict content with posted threats. “Through the monitoring that companies are legally obliged to do, in view of the Civil Code and the Consumer Defense Code, we found the way in which we can dismantle this criminal architecture”, he explained. As an initial measure, the minister recalled that social networks have already been notified to remove violent content from the air, within 72 hours. And that, in the beginning, there was resistance from some platforms to follow the determination of the federal government, mainly, from the headquarters of the companies, located in other countries, but, later, “there was a general understanding of these better known platforms. I hope that it will remain so because we are talking about thousands of contents every day that are identified as propagators of this discourse [de violência]”, he stressed. Meeting with governors and mayors The minister said that President Luiz Inácio Lula da Silva will meet on Tuesday (18th), in Brasília, with governors and representatives of mayors to address the issue. “Exactly so that this existing work is even more strengthened and we can fight these cells”, he said. Flávio Dino also said that, on the same day, Lula and the governors should discuss the action of the public security forces in the states for the next April 20th. “School networks are markedly state or municipal. So, the federal government is not going to unilaterally decide what will happen on the 20th,” he stressed. The authorities are on the radar of multiple posts on social networks with hate speech and threats of attacks on schools. Some content makes reference to the Columbine Massacre, in the United States, on April 20, 1999, and to the birth anniversary of Nazi Adolf Hitler. “We know that this date, unfortunately, has been loaded with symbolism, either because of this terrible massacre in the United States, or because of the birthday of the inspirer of these extremist people”, he stressed. Strengthening security At the launch of Pronasci II, in the hangar of the Federal Highway Police, today, in Porto Alegre, 31 vehicles and equipment were delivered to strengthen public security agencies in the state, such as drones, ammunition, pistols, vests, uniforms and helmets . The focus will be on combating violence against women. “We had an increase in the rate of femicide in our country. For this reason, Pronasci’s priority is to combat violence against women. And the allocation of vehicles will be defined by the governor and his team, ”he specified. The governor of Rio Grande do Sul, Eduardo Leite, celebrated the deliveries and said that they reinforce the work to reduce crime rates in the last four years. He pointed to a 14.3% decrease in the number of feminicides in Rio Grande do Sul, from January to March this year. “It’s a concerted effort, from Maria da Penha patrols, women’s police stations, new equipment, as well as ankle bracelets and electronic monitoring of women aggressors,” he said. Leite congratulated the federal government for its integrated work in the fight against violence in schools and fake news. “We set up a cross-sectional intelligence technical group, with the participation of the Federal Police and the Federal Highway Police with the state intelligence agencies to monitor social networks, identify and apprehend any material and even people involved in possible threats to punish those who propagate news with the intention of causing social chaos”, indicated the governor of Rio Grande do Sul. The second stage of Pronasci was launched by the Luiz Inácio Lula da Silva government in March. The delivery of security equipment and services, this Friday, in Rio Grande do Sul and Paraná, is among the actions foreseen in the program’s five priority axes.
