Brazil and Spain signed, this Wednesday (26), three agreements for cooperation in the areas of education, work and scientific research. The act signing ceremony took place at the Moncloa Palace, in Madrid, with the presence of President Luiz Inácio Lula da Silva, who is on an official trip to Spain, and the Spanish Prime Minister, Pedro Sánchez. The first document was a memorandum of understanding between the Ministries of Labor of the two countries, which provides for the exchange of information on the labor reform in Spain, carried out at the end of 2021. Among other issues, the reform improved the living conditions of workers from apps. Yesterday (25), Lula and the minister of Labor, Luiz Marinho, also met, in Madrid, with Spanish union leaders to talk about the theme. In Brazil, the federal government wants to present a proposal to regulate this way of working by the end of this semester. The Ministry of Labor has heard representatives of the workers themselves and service platforms, specialists and studied the legislation of other countries to reach a consensus on a proposal that guarantees rights to the category. The main objectives of the memorandum are to encourage the exchange of best practices, place labor issues at the center of national strategies for economic, social and socio-environmental development, with emphasis on the protagonism of workers’ and employers’ organizations, through social dialogue and with a focus on overcoming of the different expressions of inequality. In addition, the document provides for cooperation mechanisms to increase productivity, especially in small and medium-sized companies, and to support union reforms, in order to expand the affiliation and representativeness of the entities. The second memorandum signed this Wednesday deals with cooperation in university education, signed between the Ministry of Education and the Ministry of Universities of the Kingdom of Spain. The objective is to intensify the exchange and also the recognition of side-by-side studies. Finally, a letter of intent was signed in the area of scientific research, between the Ministry of Science, Technology and Innovation of Brazil, the Ministry of Science and Innovation of Spain, the Financier of Studies and Projects (Finep), on the Brazilian side, and the Center for Industrial Technological Development in Spain. The document deals with the coordination of bilateral development and technological innovation projects between Brazilian and Spanish companies. Annual work programs should be briefly established defining the different aspects of the collaboration, such as analysis and control meetings, call calendar, exchange of information, project follow-up and organization of promotion activities, among others. The priority areas of this agreement are research in health, environment and climate change, energy transition, higher quality food and added value, new resources for Industry 4.0, cleaner or more sustainable production, mobility and advanced transport, information and communications technologies . The agenda started in Portugal and yesterday (26) the Brazilian entourage landed in Madrid. In the Spanish capital, the president met with union leaders and participated in a businessmen’s forum. This Wednesday, after the ceremony with Sánchez, at the Palace of Moncloa, Lula has a meeting with King Felipe VI of Spain. At the end of the afternoon, the entourage departs back to Brazil, with an expected arrival in Brasília at 22:30.
