President Luiz Inácio Lula da Silva signed a decree, published in an extra edition of today’s Official Gazette (1st), in which he creates a working group responsible for drawing up a National Plan for Equal Pay and Employment between Women and Men. On International Women’s Day, on March 8, Lula already sent to Congress a bill on salary equalization, with the forecast of a fine of ten times the company’s highest salary in case of non-compliance by employers. The proposal, however, has not yet been appreciated by parliamentarians. Lula has been talking about the subject since his victory speech in last year’s presidential race. On inauguration day, January 1, he addressed the issue again. “We have to ensure that women earn the same salary as men,” he said at the time. According to the norm published on Monday, the new plan should cover not only salary and other types of remuneration, but also topics such as working conditions and environment; opportunities for professional advancement; division of responsibilities in the care of children, the elderly and people with disabilities and disabling illnesses; and ethnic-racial aspects. “The proposal for a National Plan for Equal Pay and Employment between Women and Men will contain objectives, goals and actions and the appointment of the responsible body”, says the decree on the subject. The result of the work must be presented within 180 days, a period that may be extended once for the same period. In this case, the working group should be formed by members of eight ministries, coordinated by the Ministry of Women. The meetings will take place fortnightly and will include members of the Civil House, the Ministries of Agrarian Development and Family Agriculture; Development and Social Assistance, Family and Fight against Hunger; Development, Industry, Commerce and Services; of Human Rights and Citizenship; Racial Equality and Labor and Employment.
