The Chamber of Deputies approved, on Wednesday night (3), a Draft Legislative Decree (PDL) that suspends excerpts from decrees by President Luiz Inácio Lula da Silva regulating the new framework for basic sanitation. These decrees issued by President Luiz Inácio Lula da Silva in early April of this year revoke other regulations issued in 2020 and 2021. Deputies supporting the PDL argued that the decree allows for the regularization of current contracts that should be extinguished without the possibility of renewal. “We are stopping the hiring of state-owned companies in several states without bidding and the possibility of counting irregular situations as part of the economic capacity”, said the project’s rapporteur, deputy Alex Manente (Cidadania-SP). The defenders of the decrees, and critics of the PDL, argue that the devices benefit small towns that would not be of interest to private companies in setting up blocks of municipalities for regionalized provision.
