Since 2021, the Superior Electoral Court (TSE) has allowed young people who turned 15 to issue the voter title, even if they can only effectively vote when they turn 16 years old. According to chapter IV of the Federal Constitution, electoral enlistment and voting are optional for young people aged 16 and 17, but are mandatory from the age of 18. Electoral Enlistment The request for the first electoral card can be made over the internet, through the Voter Self-Service, in the TítuloNet online system. When accessing the system, the young person must select the ‘I don’t have’ option, in the ‘Voter ID’ tab and fill in all the indicated fields with personal data, such as full name, e-mail, General Registration number (RG) and location of birth. In addition to this information, photographs must be attached to the application for proof of identity. Finally, it is necessary to attach a proof of residence. Men up to the age of 18 are exempt from sending proof of discharge with military service. However, it becomes mandatory for male voters, from the age of 18. There is also the option of going to the electoral registry office of the municipality. The Electoral Enlistment must be done by the registration closing date, which always occurs in the month of May of the year in which there is an election. The next election in Brazil will be in 2024 to elect mayors and councilors of more than 5,550 municipalities. The secretary of the Corregedoria-Geral Eleitoral, responsible for overseeing the regularity of electoral services across the country, Roberta Gresta sees an advantage in electoral enlistment during the optional period: “Carrying out the enlistment of the person at the age of 15 encourages the young person, because, upon completing 16, will already be able to vote, effectively becoming part of the Brazilian political community and responsible for strengthening democracy”. The request for the issuance of the document can be accompanied by the internet. To do so, simply click on the ‘Follow Request’ tab on the TSE website and inform the protocol number generated in the first phase of the service. If there are no pending issues, after processing the data, the young future voter can download the e-Título application on their cell phone and, thus, use the digital version of the document, dispensing with the paper title, including in future votes, within the electoral section of the voter.
