Led by the Ministry of Racial Equality, this Thursday (17th), in Fortaleza, the first meeting of the Participatory Caravans for the construction of the Youth Black Live Plan was held. In all, there will be 27 meetings, one in each state of the federation, to hear contributions from representatives of social movements in the construction of the national plan, which will be led by an inter-ministerial working group (GTI), created in March by President Luiz Inácio Lula da Silva. In 2021, 77.6% of murder victims in the country were black, according to the Brazilian Public Security Forum. According to the Instituto da Paz, the homicide mortality rate was 6.5 times higher than the national rate between 2012 and 2019. In Ceará, the state where the first meeting was held, of deaths caused by intentional aggression this year, 93 % were young black people, a percentage higher than the national average of 82%, according to the Mortality Information System (SIM). “We know that the lethality issue is a major priority and we intend to act directly on it, but we also have multiple types of issues that affect the daily lives of black youth. Therefore, the GTI that takes care of the plan has 12 ministries involved, because there are many demands in different areas”, says the Minister of Racial Equality, Anielle Franco. Other topics dealt with by the group are public safety, access to justice, the job market, income, education, access to culture, health and the right to the city.
