With guidelines to support decisions and support technical, ethical and continuous work towards guaranteeing the rights of women and children, the Manual on Voluntary Delivery was launched this Friday (19) by the National Council of Justice (CNJ) during the 1st Congress of the National Forum for Children and Youth (Foninj), at the Escola Paulista da Magistratura, in São Paulo. The Manual complies with CNJ Resolution n. 485, of January 18, 2023. The work was carried out by the National Forum for Children and Youth, with the collaboration of various public agencies and civil society entities. The resolution provides for adequate care for pregnant or parturient women who express a desire to give the child up for adoption and also takes care of the full protection of the child. “It is up to each one of us to ensure that from the small town in the North to the large metropolis in the Southeast, the pregnant woman or woman in labor and above all the child, have their rights respected at all stages of delivery for adoption. This manual is published as a tool to support our decisions and our work of multiplying knowledge with the system of guarantees”, said Judge Lorena Paola Nunes Boccia, head of the 2nd Family, Childhood and Youth Court of the District of Barra Mansa (RJ). Open letter On Thursday (18), the first day of the event, the participants of the Congress debated different aspects of the rights of children and adolescents and with the theme “Why are they an absolute priority and everyone’s responsibility?” The result of the debates, held in workshops, was the elaboration of the Open Letter of the 1st Congress of the National Forum of Childhood and Youth, presented this Friday (19), in which the subscribers propose and recommend 25 actions to promote the Rights of the Child and the Adolescent. Panel In the panel The future of public policies for children and adolescents, the Minister of Development and Social Assistance, Family and Fight against Hunger of Brazil, Wellington Dias, stressed that it is necessary to look at the single registry and registered children who live in poverty in the country. “The challenge is for the whole of Brazil to look at the Cadastro Único, if we have the opportunity, we will qualify this public, with many people of working age. Remembering that there are 20 million children, 9 million families who are in extreme poverty. It is the special look, of protection, but that we can also support family members of working age and from there, provide a better living condition”, said the minister. Closing the Forum, the president of the CNJ, Rosa Weber, minister and president of the Federal Supreme Court (STF), highlighted that the judiciary has transformative power. “It transforms not only hopes, but also rights into the reality that all of us here want. The effectiveness of our children’s right to grow up in peaceful environments, within their families with education, health, adequate food and integral development, so that they are able to fully exercise their citizenship, today and tomorrow. Is it dream? Perhaps. But I have hope. I am sure that many advances will be achieved as a result of the reflections and debates that Foninj worked on”, she said. Foninj Foninj debated various topics such as the rule of absolute priority for the rights of children and adolescents; the future of public policies aimed at them and new frontiers in Justice for children and adolescents; the right to participation and listening; the challenges and opportunities in guaranteeing justice for adolescents who are in compliance with a socio-educational measure; and the right to family and community life.
