Most of the state chief executives who participate in the Governors’ Forum, this Wednesday (24th) in Brasília, have a “positive evaluation” of the tax reform proposal being discussed in the National Congress. Support, however, still depends on finalizing the text that will be presented by the rapporteur for the matter in the Chamber of Deputies, Aguinaldo Ribeiro (PP-PB). The Governors’ Forum is a meeting space for state executive heads to address matters of common interest to federative entities. Upon leaving the meeting, the governor of Rio Grande do Sul, Eduardo Leite, said that the issue of tax reform consumed a good part of the debates among all the governors. “The majority are in favor. It is important that we make this clear”, he said, emphasizing that it is still necessary to understand, with greater precision, the economic impacts to be felt in the federative units. To this end, the governor of Rio Grande do Sul considers it fundamental that the matter does not go forward at the behest of Parliament. According to him, the governors “do not want a quick vote on a text that has been little discussed”, especially with regard to points of concern presented by the governors, such as the Value Added Tax (VAT) and participation funds. Goodwill Regarding the debates held during the forum, Leite said that “so far there are [entre os governadores] more points of convergence than of divergence”, and that there is also “the group’s good will to understand that concessions must be made on both sides”, but that everything will depend on the Union which, according to him, has a history of creating contributions without sharing them with the states. “She [a União] tends to impose expenses on the states, but without counterparts. With that, our gaze is always one of distrust, ”she added. The governor of Mato Grosso, Mauro Mendes, also saw, among the governors, “a very positive atmosphere” in relation to the tax reform. “Various actors are conspiring for this reform to take place,” he said as he left the forum. Mendes, however, believes that the tax reform will only be successful if it is accompanied by an administrative reform. “If we don’t make an administrative reform for the states cost less for the citizens, the hope with the tax reform will be ledo deceitful”, he said. Conceptual support According to the governor of Piauí, Rafael Fonteles, “all governors conceptually support the tax reform”. However, in his understanding, it will be better to evaluate it in its details”, which should be done in the coming weeks. , Ronaldo Caiado, also defended a more thorough analysis of the text to be presented. “We cannot receive a dish made as if it were a final product”, he said. In his opinion, it is wrong “to demonize the ICMS [Imposto sobre Circulação de Mercadorias e Prestação de Serviços]as if [o seu fim] was the solution for Brazil. It is not,” he stated.
