This Thursday (25th), in São Paulo, the collection of contributions for the construction of the National Black Youth Alive Plan, an initiative led by the Ministry of Racial Equality and the General Secretariat, which aims to present actions to reduce lethality among young blacks. Proposals must be made by tomorrow (26). According to the Director of Policies for Combating and Overcoming Racism at the Ministry of Racial Equality, Yuri Silva, the program rescues an action launched by the government of then President Dilma Rousseff in 2014, this time with an emphasis on the needs of the black population. “The meaning is to demarcate that all young people are vulnerable, but black youth are the ones who die from the denial of their rights”, said the director, regarding the difference in relation to the previous project. The participatory caravans for the construction of the Juventude Negra Viva Plan should, according to Silva, visit the 26 Brazilian states and the Federal District to listen to young people and build proposals. In the first two stages, carried out in Bahia and Ceará, the violence practiced by the State was highlighted in the contributions received, according to the deputy National Secretary for Youth, Jessy Dayane. “These are the issues of public safety, access to justice, the release of black youth, which are in this ‘field of how to make’ young people stop taking risks for the simple fact of being black.” Data show that, between 2009 and 2019, 333,300 young black men aged 15 to 29 were murdered. According to the secretary, this data causes concern, and the plan was initially designed to guarantee access to rights and deal with the damage caused by this violence. “For us to be able to create a public policy, and for this young person to have rights, he has to be alive. First, you need to make sure he’s alive,” she emphasized. Without this policy, according to Jessy, even if there is improvement in other areas, it is difficult to promote gains in the quality of life of this population. “In the territory, young people live with drug trafficking, with the militia and also with the abuse of the use of force by the State itself. We have many reports of young people who were murdered on the way to school or inside the school itself”, he said. , the idea is to collect successful experiences in the country and evaluate the nationalization of these initiatives. “There are already some tracks, like here in São Paulo, with bodycams [câmeras corporais] in the uniforms of the Military Police”, he exemplified. “I know that the policy that reduced the lethality of the Military Police is not reduced to cameras, but also to the purchase of non-lethal weapons, review of police training and a series of policies that are part of a program to reduce the use of force. ”, he stressed.
