In a meeting this Tuesday (30th) in Brasilia, mayors of several Brazilian cities defended the increase of 1.5% in the Participation Fund of Municipalities for the payment of the nursing floor. The expectation of the National Confederation of Municipalities (CNM) is that this increase will result in a collection of R$ 10.5 billion needed to guarantee the payment of the category floor permanently. The increase in the fund is in the Proposed Amendment to the Constitution 25 of 2022, under analysis by the Constitution and Justice Commission of the Chamber of Deputies. The president of the CNM, Paulo Ziulkoski (photo), says that the R$7.3 billion released to finance the nursing base are insufficient. Of this amount, R$ 3.3 billion would remain with the municipalities. “A little amount, a piece of crap that doesn’t even pay that half of the rest of the year, and what about next year? So now they are voting there if the injunction granted will be revoked and the law will come into force and then the next day everyone has to pay the nurses’ floor, or not”, said Ziulkoski. For the Federal Council of Nursing, the floor does not make the functioning of the sector unfeasible. This is because the public and philanthropic sectors will receive subsidies from the fund managed by the Ministry of Health. The payment of the floor still depends on the conclusion of the vote in the Federal Supreme Court. The trial has been stalled since Minister Gilmar Mendes requested a review a week ago.
