Brazil has 5,731 points vulnerable to the sexual exploitation of children and adolescents on federal highways, which were monitored from January to May this year, in the Mapear project of the Federal Highway Police (PRF). In 2023, the PRF carried out three major operations at these vulnerable points at different times of the day in an attempt to catch irregularities. As a result, 11 crimes of illegal sexual exploitation were caught and 102 people were arrested. The PRF also carried out 138 rescues of minors in vulnerable situations, such as child labor, unaccompanied by an adult or in places where alcoholic beverages were consumed, before they became victims of sexual abuse. The data from the new edition of the Mapear project were presented this Wednesday (31), in Brasília, by the general coordinator of Human Rights of the PRF, Liamara Pires. She highlighted the preventive mission of Mapaear. “The main objective is to act before the crime occurs and [que] children and adolescents do not suffer the terrible consequences of this exploitation.” First Lady Janja da Silva, Minister Flávio Dino and Director General of the PRF, Fernando Oliveira, in the presentation of data from the Mapear project – Wilson Dias/Agência Brasil Every two years, the PRF carries out a survey of points where people circulate along the federal highways, identifies and georeferences them, with the location on the map and with images, geographic coordinates registered in the PRF system. More than 9,745 points were identified, such as gas stations, restaurants, hotels, inns, nightclubs. Each point cataloged and georeferenced by the police is assigned a degree of risk of sexual exploitation, which can be classified as low, medium, The Mapear Project 2021/2022 also trained 81 federal highway police officers, an average of three professionals per state superintendence of the agency, to repress and effectively confront the sexual exploitation of children and adolescents. Integration of Public Security The Minister of Justice and Public Security (MJSP), Flávio Dino, congratulated the PRF police for not having paralyzed the Mapear project in recent years. The Minister of Justice recalled that, still in May, another PRF operation, Caminhos Seguros, on Brazilian highways, contributed to combat child sexual exploitation with the cooperation of state police. Dino highlighted that 1,008 adults were arrested and 6,185 child and youth digital pornographic materials were collected, in addition to the seizure of 8,600 kilos of drugs and 84 firearms. Flávio Dino pointed out that the effectiveness of the actions is the result of the integration of public security agencies. “No Suspension [Sistema Único de Segurança Pública, as polícias integram o sistema e devem trabalhar juntas]. There is no doubt that, from civil society, Parliament, Public Defenders [Pública], the Public Ministry of Labor have the duty to strengthen this dimension. The ministry is not the owner of anything or the A or B agency. Society is the owner. And therefore, we have to work openly for this integration to be in a higher mode.” Partnerships Since 2009, the Mapear Project has had a partnership with Childhood Brasil. The non-profit organization acts to protect childhood and adolescence. The manager of Programs and Business Relations at Childhood Brasil, Eva Cristina Dengler, understands that the time is right to extend the Mapear project to monitor state highways. “Mapping is a very valuable tool. We want to move forward, improve and evolve further to be a tool that can add to other sectors. Mapaear needs to reach state highways. This is of the utmost urgency.” State Policy The first lady, sociologist Rosângela Lula da Silva, Janja, was present at the event to present data from the Mapear project. Janja emphasized that the project belongs to the Brazilian State, not just a government, for protecting human rights, and valued the teams of federal road police. “Mapping is an example. And you set the example that State policies protect society and this is the best example of protecting our children and adolescents. You are part of the important protection network against the sexual exploitation of children and adolescents.” The executive secretary of the Ministry of Human Rights and Citizenship, Rita Oliveira, highlighted that this project is important and contributes to the articulation of the federal agencies that have the Dial 100 available for receiving reports of human rights violations and forwarding them for due investigation and accountability of criminals. River routes Secretary Rita Oliveira wants to take the experience of the Mapear project to combat juvenile sexual exploitation and abuse on river routes. For Rita Oliveira, it is necessary to expand operations to river transport to the island of Marajó, in Pará. “Let’s talk to Childhood [Brasil] and with the PRF to take it with the expertise and bring it to the river routes. The PRF can help us identify these risk points.” Mapear application At the event, the PRF also launched, this Wednesday, the Mapear application for smartphones, intended for use by road agents. The technology will allow the registration of points vulnerable to the sexual exploitation of children and adolescents on Brazilian federal highways. Federal road police officers will answer questions in the application and it will classify the degree of risk of occurrences of this type, in the identified location. Denunciations The Federal Highway Police makes the telephone number 191 available for the population to report suspicions and occurrences of child and adolescent sexual exploitation and abuse on Brazilian federal highways. Another phone number is Dial 100, from the Ministry of Human Rights and Citizenship, which also receives, analyzes and forwards complaints of the same type. The service operates daily, 24 hours a day, including Saturdays, Sundays and holidays. Calls can be made from all over Brazil through direct and free dialing, from any fixed or mobile telephone terminal, simply by dialing 100.
