The Federal Senate approved, this Thursday (1st), by 51 votes against 19, the Provisional Measure that restructures the Esplanada dos Ministérios. There were no changes in relation to the text approved by the Chamber of Deputies. The debate on the Senate floor revolved mainly around increasing the number of Esplanada portfolios from 23 to 37 ministries or bodies with ministry status. The opposition criticized the increase. For Senator Izalci Lucas (PSDB-DF), it would be necessary to reduce the number of portfolios. “It is not the number of ministries that brings competitiveness, that brings quality. Sometimes if you have a smaller number and have efficient policies, it is much better”, pointed out the parliamentarian. “What Brazil needs are state policies, not government policies”, he concluded. The criticism was refuted by Senator Cid Gomes (PDT-CE), for whom it is necessary to separate the themes by ministries so that the policy is better executed. “What happened in the last government: Planning, Finance, Industry and Commerce, Social Security and Labor were brought together under the same ministry. Five sectors that are absolutely distinct and often conflicting. For the parliamentarian, the division by themes is fundamental for the planning and execution of targeted public policies. Deadline The MP reached the Senate on the last day before losing its validity, after political turmoil in the Chamber of Deputies. According to the mayor, deputy Arthur Lira, the measure ran the risk of not being appreciated. In the Senate, the environment was friendlier to the government. The MMA also lost the National Information System on Basic Sanitation (Sinisa), the National Information System on Solid Waste Management (Sinir) and the National Water Resources Management System (Singreh). The Ministry of Cities will be responsible for the three systems. The Ministry of Indigenous Peoples will no longer take care of the ratification of land belonging to original peoples, which will be returned to the Ministry of Justice and Public Security. In addition, there was a redistribution of attributions from the National Supply Company (Conab) – which became linked to the Ministry of Agrarian Development (MDA) – to the Ministry of Agriculture, Livestock and Supply (Mapa), to which the company belonged before . According to the approved text, MAPA will be responsible for guaranteeing minimum prices, with the exception of socio-biodiversity products, and actions on marketing, supply and storage of products, as well as handling information related to agricultural and livestock systems.
