The Minister of Planning and Budget, Simone Tebet, said that the tax reform will favor the country’s growth with an increase in revenue, but without raising taxes. The minister, who participated this Friday (16) in the Pluriannual Plan (PPA) plenary session, in Palmas, Tocantins, also recalled that the Senate should vote next week on the bill that deals with the new fiscal framework and will reinforce the government’s commitment to fiscal balance. “The importance of the tax reform is that it will effectively make Brazil grow. And there is no revenue without growth. We are not going to increase revenue through tax increases. There is no rate increase, there is no tax increase. It is President Lula’s decision, but we are in a position to increase revenue through tax reform,” said the minister. Last Monday, Tebet said that studies by the portfolio show that the tax reform could increase the Brazilian Gross Domestic Product (GDP) by up to 1% from 2025 onwards. Pluriannual Plan The PPA is one of the three budgetary laws in Brazil, along with the Budgetary Guidelines Law and the Annual Budget Law. It is prepared every four years, always in the first year and effective from the second year of office. This year’s PPA must be delivered by the federal government to the National Congress by August 31 of this year. Launched in May, the participatory PPA 2024-2026 is an initiative of the federal government that intends to listen to the main demands of the population for the formulation of budget guidelines for the coming years. Participation takes place through state plenaries that will be held in each of the 27 units of the federation. The program makes it possible for social movements, popular organizations, union representations and citizens themselves to help define the priorities to be followed in the preparation of federal budgets for the next four years. So far, plenary meetings have been held in 11 states. The process is expected to be completed by the 14th of July. The population can also give their opinion on the government’s priorities on the Brasil Participativo platform, electing three priority programs within the set of federal government programs, in addition to presenting three proposals. “We are going to listen to the Brazilian population and now the people of Tocantins to find out what they want in the area of education, public safety, health, infrastructure which I know is a very big demand, development, employment, income, the environmental issue, tourism. From the moment we receive all these demands, the Brazilian population will be able to vote on the digital platform”, stressed the minister. Priorities In the area of infrastructure, the state government identified as priorities infrastructure works on the BR-010, which connects Tocantins to Pará, and on the BR-253, which connects the state to Maranhão. Members of social movements also highlighted the need for investments in agrarian reform and popular housing programs, such as Minha Casa, Minha Vida. “We want to draw attention to something important that needs the attention of the federal government, which is agrarian reform. But it is agrarian reform that guarantees land to landless workers, on land that does not fulfill its social function, said the representative of the Landless Rural Workers Movement (MST), Antônio Marcos. “Agrarian reform must be seen as an action to combat inequality and development for rural peoples”, he added. The representative of the National Movement for Housing, Roberto Bismark criticized the criminalization of social movements and recalled that the action of civil society managed to build more than six thousand affordable housing in the country. “We want the federal government to guarantee more resources for the Minha Casa, Minha Vida program, especially Minha Casa, Minha Vida Entidades. Guarantee the purchase of land in central areas of cities, so we don’t exclude the people who need social housing in the centers, because we are going to have serious problems, mainly mobility, equipment such as day care centers and schools, “he said. “We are going to take these public lands that we have here in the state of Tocantins and we are going to make them available to guarantee social housing for low-income families”, he defended. Pronasci During the plenary session, the Minister of Justice and Public Security, Flávio Dino, delivered equipment, such as vehicles, within the scope of the National Program for Public Security with Citizenship (Pronasci), aimed at articulating public security actions for prevention, control and repression of crime, establishing social policies and actions to protect victims with the promotion of human rights, among others. “In addition to lethal and non-lethal weapons and equipment, I am bringing 22 vehicles that are out there and are being delivered to the governor,” said Dino. “We are here delivering vehicles that will have several purposes. But, above all, to strengthen policies to protect women in terms of combating femicide,” he added. Operation Questioned by reporters, the minister also commented on the Federal Police operation, yesterday (15), which carried out three search and seizure warrants, issued by Minister Alexandre de Moraes, of the Federal Supreme Court (STF), at addresses linked to Senator Marcos do Val (Podemos-ES). The operation took place in the congressman’s functional apartment, in Brasília; in the cabinet in the National Congress; and at an address in Vitória. Marcos do Val is being investigated for obstructing investigations into the January 8 coup acts. The senator also had his social networks blocked, by order of Justice. In February, the STF had already determined the opening of an investigation against Do Val to investigate the statements that he had received a proposal to participate in a coup d’état. At the time, the senator declared that he participated in a meeting with former president Jair Bolsonaro and former deputy Daniel Silveira, which aimed to induce Minister Alexandre de Moraes to “recognize” that he went beyond the four lines of the Constitution with the former -President of the Republic. After that, he tried to deny the accusations. Minister Dino recalled that the initiative is conducted by the Judiciary and is part of the unfolding of the investigations of the act of attempted coup on January 8. “We have inquiries, processes about January 8 that are conducted by the Judiciary. There have been several phases. We have more than 1,300 people who respond to criminal proceedings. And that is normal in democracy. We have an independent Judiciary, we have a Federal Police that complies the court orders and carry out the investigations that the law requires, regardless of who the investigated person is”, said the minister, stressing that the initiatives aim to protect democracy and the Constitution. “The police problems; this gentleman and other people who are being investigated to answer to the police and to the Justice”, he added.
