The Federal Regional Court of the 2nd Region (TRF2) maintained the suspension of the authorization for the installation of a zip line in the tourist complex of Pão de Açúcar, in Rio de Janeiro. The decision, by the judge Luiz Paulo Silva Araújo Filho, maintains an injunction from the first instance of the Federal Court, which paralyzed the works of the enterprise. Authorization for the Tyrolean works had been given by the National Historical and Artistic Heritage Institute (Iphan). The judge also established a daily fine for the company Caminho Aéreo do Pão de Açúcar if the court order is not complied with. According to the magistrate, who is the rapporteur of the process at TRF2, the works have been causing rock dismantling on the Pão de Açúcar and Urca hills, which are part of the complex listed by the Union. The process will still be judged by the Seventh Specialized Panel of TRF2. In a note, released in April this year, Iphan reported that the authorization for the zip line had been in process since 2020 and was only granted after the green light given by the Rio Heritage of Humanity Institute (IRPH) and the Municipal Secretary of Environment and Climate. Geological monitoring Iphan also considered the authorization issued by the Geo-Rio Foundation, the municipal body responsible for geological monitoring of the city of Rio, “which concluded that the project was viable”. “IPHAN guided the company contracted by the Parque Bondinho Pão de Açúcar to adopt a series of procedures and solutions in order to preserve the landscape value of the Pão de Açúcar, which is the reason for its listing. The solutions proposed by Iphan were included in the approved project”, informs a note published in April. Agência Brasil contacted Caminho Aéreo Pão de Açúcar and is awaiting a decision. On its website, the company informs that the project approved by the licensing bodies complies with the norms stipulated for interventions. According to the company, there will be a small leveling of the rock for the laying of public access walkways and that this intervention took place in a section where there were already deactivated structures of Parque Bondinho. Regarding the impact on fauna and flora, the company states that “the impact of installing the zip line is minimal and was approved by the competent environmental bodies” and that only 14 trees were felled, of which five were native, but not threatened. It also states that sound impacts in the neighborhood will be unnoticeable. With regard to climbers, the final part of the west route has been altered and athletes will be diverted to the north route by a steel cable.
