The Ministry of Development and Social Assistance, Family and Fight against Hunger (MDS) published, this Thursday (13), an ordinance that defines rules for the Food Distribution Action (ADA) in municipalities in an emergency situation, or state of public calamity. The document adds to the National Policy for Protection and Civil Defense rules for assisting families in situations of food and nutritional insecurity and reduces bureaucracy. The main change that the new rule brings is the waiver of an emergency situation, or a state of public calamity decreed, to serve traditional peoples and communities, or specific population groups, organized or not, and identified by socio-cultural, economic or conjunctural characteristics. private. The norm also establishes that the request for food baskets with the MDS can be made by the National Secretariat for Civil Defense and Protection, or federal agencies responsible for accompanying traditional peoples and communities, or specific population groups. These bodies become responsible for identifying demands and establishing priorities, in addition to registering the delivery of food with the personal information of the beneficiaries, CPF, social identification number (NIS) and signature. In cases of request made by the National Secretariat for Protection and Civil Defense, there will be a survey of demand with the states and municipalities, which will assume responsibility for the distribution of baskets and inspection, after the delivery of food baskets by the MDS. States and municipalities will also be responsible for rendering accounts, within 60 days, with the presentation of a report available on the MDS website, list of beneficiaries with personal data and checklist for receipt of baskets. In case of irregularities in the cycle of receiving the baskets, sorting and identifying families in a situation of food insecurity, and destination of the emergency baskets, the agents involved are responsible for the damage caused. With the new rules published, the ordinance of the defunct Ministry of Citizenship nº 826, created in 2022, ceases to be in force, facilitating the service to traditional peoples and communities in a situation of food and nutritional insecurity.
