The Ministry of Health reported, last Friday (14), that it is in the process of implementing the national nursing floor on the payroll, to be included in the August paycheck. According to the folder, a broad process of data collection from nursing professionals was also carried out, “successfully”, with the states and municipalities to determine the values to be passed on to each entity of the federation. The floor will be paid in nine installments this year. According to the guidelines of the Attorney General’s Office (AGU), the calculation of the floor will be applied considering the basic salary and fixed general bonuses, not including those of a personal nature. “The methodology for transferring to entities and monitoring the implementation of the floor at the national level will be based on a working group with the participation of different portfolios (Ministry of Health, Ministry of Management and Innovation in Public Services, Ministry of Planning and Budget , Advocacia-Geral da União and Comptroller-General of the Union), under the supervision of the ministries that make up the structure of the Presidency of the Republic and coordinated by the Civil House”, says the report released by the Ministry of Health. Until then, the new national floor, defined by Law No. 14,434, had been suspended since September 2022, by decision of Barroso himself, until public and private entities in the health area clarified the financial impact. According to the states, the impact on local accounts is BRL 10.5 billion and there are no resources to supplement the payment. In the new decision, Barroso determined that states, the Federal District and municipalities, as well as private entities that serve at least 60% of their patients through the Unified Health System (SUS), the obligation to implement the national floor only exists at the limit of the resources received through the financial assistance provided by the Union for this purpose. Values The new floor for nurses hired under the Consolidation of Labor Laws (CLT) regime is R$ 4,750, as defined by law. Nursing technicians receive at least 70% of this amount (R$ 3,325) and nursing assistants and midwives, 50% (R$ 2,375). The floor applies to workers in the public and private sectors. Data from the Federal Nursing Council account for more than 2.8 million professionals in the country, including 693,400 nurses, 450,000 nursing assistants and 1.66 million nursing technicians, in addition to about 60,000 midwives.
