An ordinance from the Ministry of Health, published this Tuesday (18) in the Official Gazette (DOU), instituted payment for performance in primary care of the Unified Health System (SUS) for teams that provide oral care throughout the country. With this, municipalities and the Federal District will receive, every month, an additional amount based on results obtained from the monitoring of 12 indicators, in addition to the regular monthly funding. According to the folder, the change will increase federal funding for Oral Health teams (eSB) by R$ 1 billion in 2023 and 2024. Payment for performance will be applied to eSBs of modalities I and II, 40 hours a week, linked to the Family Health Strategy (ESF) teams and co-financed by the Ministry of Health. Modality I is the team formed by two professionals, being a dental surgeon and an oral health assistant or technician. Modality II is composed of three civil servants, one dental surgeon, one technician and one assistant. The additional fee will be up to R$2,449 (modality 1) and R$3,267 (modality 2) per month per team. The indicators involve carrying out various services, including the proportion of children and pregnant women assisted, and carrying out preventive and dental repair procedures. The targets and parameters of the indicators are under development and will be published in a technical note by the Secretariat of Primary Health Care. In 2023, during the adaptation period, between July and August, a fixed amount of BRL 900 per month will be paid for municipalities and the DF to use with oral health teams. From September to December, payment will be made based on the results of July and August, with a minimum amount of R$900 guaranteed for all teams. As of January 2024, the values will be calculated exclusively according to the achievement of the results of the previous four months. The Ministry of Health will also provide a panel for monitoring and evaluation on the portfolio’s portal and, until it is operational, the indicators will be considered fully complied with.
