After allegations surfaced that the Brazilian Intelligence Agency (Abin) illegally monitored the location of people during the first three years of the Bolsonaro government, the Minister of the Civil House, Rui Costa, said that it is up to the current government to carry out the necessary investigations. “If something was done in the past, in the other government, that is not in compliance with the law, it will be taken to whoever [seja] responsible; to CGU [Controladoria-Geral da União], to the justice bodies, so that the appropriate measures, due accountability, be made to those who practiced these acts in the past”, said the minister, avoiding commenting on the practices of the previous government. The statement was given this Tuesday (14th), after he participated in the ministerial meeting with President Lula, at the Planalto Palace. Costa also said that the entire Abin board will be reformulated as soon as the new president is approved by the Senate. “The name for Abin has already been indicated to the Senate, it has not yet been approved. And we, as soon as we have the new management of Abin, will reformulate it. And I can say that under new management, every law will be respected in Abin’s work”. For the command of Abin, the current government appointed Luiz Fernando Corrêa, who was director of the Federal Police during President Lula’s second term. To assume the direction of the agency, Corrêa needs to undergo a questioning and approval by the Committee on Foreign Relations and National Defense of the Senate. It must also be approved by the House plenary. During the period in which the irregularities would have occurred, between 2019 and 2021, Abin was linked to the GSI, Institutional Security Office, commanded by the then minister, General Augusto Heleno. Earlier this month, the agency became linked to the Civil House. After the complaints, Abin confirmed, in a note, that the monitoring program was contracted between December 2018 and May 2021. It also stated that the body is in the process of being improved, in accordance with the public interest and the Democratic Rule of Law .
