The Minister of Education, Camilo Santana, explained, this Tuesday (2nd), at the Federal Senate Education, Culture and Sport Commission, the reasons for the suspension, in March, of the national schedule for the implementation of New Secondary Education. Camilo Santana said that since the meetings of the Transition Commission of the government of President Luiz Inácio Lula da Silva, a study has been presented so that the reform of secondary education could be widely discussed by the Ministry of Education with society and with state governments, responsible for implementation of the new model in the states. “No change in the continuity of the implementation of secondary education can occur without listening, mainly, to the states. It is not the Ministry of Education. The MEC has the role of being the great coordinator, the maestro of national policy and of drawing up the guidelines”, observed the minister. The Minister of Education also presented to the senators the calendar of activities that are being carried out in the 90 days of the public consultation to receive the manifestations that will be evaluated, in order to later carry out the restructuring of the national secondary education policy. According to the MEC, between March 9th and June 6th, public hearings, workshops, seminars, as well as national surveys are scheduled to hear the opinion and experience of students, teachers and school administrators regarding what has already been implemented in the New Secondary School, since 2021, in the 27 units of the federation. Camilo Santana pointed out some of the issues that need to be discussed before completing the secondary education reform. “Discussing your itineraries in high school, your workload according to the Common National Base [Curricular]. Often, there was a lack of dialogue with the states in the implementation and implementation. Lack of information, infrastructure. Therefore, we have carried out a wide consultation at MEC and a broad debate to know what decisions we need to take collectively, mainly with the participation of the 26 states, plus the Federal District, the real responsible for the implementation of secondary education”. Senator Esperidião Amin (PP-SC) expressed concern about the suspension of the implementation of the New Secondary School and the deadline for the public consultation. The parliamentarian said that he was motivated by the questioning of some state governments with the MEC measure, such as São Paulo and Santa Catarina. “The decision, in March, to carry out an evaluation for 90 days, which can be extended for another 30 days to have the report and, later, the suspension, caused doubts and a bit of stupor in the states that are following the schedule established in 2021”, said the senator. In response, the minister said that education should be a state policy, not a government one. “Nobody wants the revocation of high school. In reality, he wants it to be corrected and perfected, and he wants technical support from the Ministry of Education, which unfortunately has been absent in the last four years. It was absent during a pandemic, which took millions of young people out of schools.” Enem 2024 Minister Camilo Santana said that he is concerned that the 2024 National Secondary Education Examination (Enem), along the lines of high school that was planned, could generate more inequalities among participants. “Could there be inequalities in the Enem between [estudantes] from schools that managed to implement the new secondary education, that managed to offer several itineraries, and others that offered only one or two itineraries”, he said. The minister said that this is the issue that will have to be evaluated so as not to harm the Enem exam next year, without harming young Brazilians. “Especially because I consider Enem one of the greatest policies for equality and opportunities”, he said. Temporary Subcommittee Senator Flávio Arns (PSB-PR) recalled that the Senate set up a temporary subcommittee on secondary education in April to contribute to the discussion of the issue. “The commission is already carrying out works, public hearings. I think this can collaborate with the opinion of senators and senators, as well, for the decisions of the MEC”. According to the president of the temporary subcommittee, senator Teresa Leitão (PT-PE), in the work plan, which will last for 180 days, a public hearing is scheduled this Wednesday (3) to hear the National Union of Municipal Education Directors ( Undime) and other entities linked to the theme. “We are going to have a script with seven public hearings. We will have research of documents, positions, visits to schools”, said the senator. The minister considered that the works will be valid for analysis on the New High School. Full-time education During the presentation of the Ministry of Education’s priorities for the next four years, Minister Camilo Santana said that the guidelines of the National Education Plan (PNE) determine the provision of full-time education to 50% of students enrolled in basic education, in 25% of Brazilian schools. And that the federal government still has the challenge and the priority of reaching almost 10% of full-time vacancies, mainly in elementary education. By highlighting the good examples of the states of Pernambuco and Ceará, Camilo Santana said that President Luiz Inácio Lula da Silva should launch the federal full-time school program in the first half of May. “The idea is that we can, initially, guarantee this goal of the National Plan [de Educação] and, in the coming years, expand what is equivalent to more than 3 million new enrollments”. With the new program, Camilo Santana guarantees that there will be more than a financial increase. “Incentives to the state and municipalities such as technical induction, school infrastructure, because, often, it is necessary to expand the school, make renovations, build a restaurant, expand the classroom or even build new schools”. Technical schools Senator Izalci Lucas (PDSB-DF) criticized the suspension of the New High School implementation schedule. He was the chairman of the commission that approved the reform, when, according to him, there was a lot of debate on the subject. The senator demanded the teaching of vocational education for young people, since “78% of young people do not study or work because they do not have professional training”. Senator Professor Dorinha Seabra (União-TO) demanded financial resources from the federal government to expand integral education in the country. “How can the state be encouraged to transform schools into full-time institutions with a public notice that has no guarantee of funding? You generated a commitment, you changed the functioning of a school, that school generated a public commitment with the community and with its students”, warned the senator. The Minister of Education highlighted the role of vocational technical education to better prepare young people and that the federal government intends to recompose the budget of federal teaching institutes. Camilo Santana said that he has been discussing the situation of technical schools with the National Institute of Educational Studies and Research Anísio Teixeira (Inep) and that he brought to the MEC the experience of when he was governor of the state of Ceará. “Before 2007, Ceará did not have a state vocational school. Today, there are 140,” he said. And he cited the benefits of deploying these schools. “This school is for secondary education, it is full-time, it guarantees the second half with professionalization and training for young people.
