The federal government will edit a provisional measure to regulate the sports betting market in the country, informed today (11), in Brasilia, the Ministry of Finance. The text was forwarded to the co-author ministries: Planning, Management, Health, Tourism and Sports. After evaluation and signature, the proposal will be forwarded to the Civil House, before being submitted to President Luiz Inácio Lula da Silva. The text focuses specifically on the regulation of fixed odds bets, known as the bet market. According to the Ministry of Finance, based on this process, the ministries will be able to edit ordinances with rules to create mechanisms that prevent and curb cases of manipulation of results. Source of revenue The proposal will also ensure a new source of revenue for the country. According to the text, companies will be taxed at 16% on the revenue obtained from all games played (called Gross Gaming Revenue, GGR), subtracting the prizes paid to gamblers. On the prize received by the player, 30% of income tax will be taxed, respecting the exemption of BRL 2,112. The provisional measure also provides for the creation of a secretariat within the structure of the Ministry of Finance. She will be responsible for analyzing documents for approval of the accreditation of betting companies in the country. This secretariat will also monitor the volume of bets and revenue, ensuring greater control over the fixed-quota sports betting market. “The provisional measure establishes that only qualified companies will be able to receive bets related to official sporting events, organized by federations, leagues and confederations. Companies not qualified will incur illegal practices and will be prohibited from carrying out any type of advertising, including in digital media”, said the Ministry of Finance.
