As of this Friday (12), states and municipalities will be able to present action plans to access the amount of R$ 3.8 billion, the highest amount in history allocated to the cultural sector in the country. The resources come from the Paulo Gustavo Law (Complementary Law 195/2022), approved last year, but which until today had not been used. This law was designed to help culture workers affected by the covid-19 pandemic, which forced the suspension of a series of artistic activities. However, the project had a difficult process and was vetoed by then-President Jair Bolsonaro. The veto was reversed in the National Congress. A great cultural act, in Salvador, on the night of this Thursday (11), marked the signing of the regulation of the law, which details how money will be distributed. The event was attended by President Luiz Inácio Lula da Silva, Minister of Culture Margareth Menezes, Governor Jerônimo Rodrigues, in addition to hundreds of artists. “The ignorant in this country need to learn that culture is not a waste, that culture is not pornography, that culture is not a minor thing. Culture is the way people talk, eat, dance, walk, sing, paint, do what we know how to do. Culture means jobs, millions of opportunities for those who need to eat, drink coffee, dinner,” said Lula in an emotional speech at the Concha Acústica at Teatro Castro Alves, one of the main cultural venues in the capital of Bahia. Emotion Moments after starting his speech, Lula was interrupted by a very emotional woman. The woman took to the stage to deliver a document and ask the president for help, saying that she and her community were starving. Lula was moved and resumed his speech talking about the increase in poverty in recent years in the country and criticizing the negligence of the previous government in relation to the pandemic. The president emphasized that the injection of resources in the cultural area also helps to combat hunger and foster the creation of jobs. “This country is going to change and that’s why I’m here. We need to understand that the murder they committed against culture is that culture can help the people to carry out the revolution that needs to be carried out in this country, so that the people can work, eat. Culture can make the people demand compliance with the Constitution”. Transfers According to the Ministry of Culture (MinC), of the amount to be made available, R$ 2 billion will be allocated to states and R$ 1.8 billion to municipalities. In order to access the resources, federated entities (states, municipalities and the Federal District) must use the TransfereGov Platform system from May 12th and will have 60 days, counting from this date, to register the action plans, which will be analyzed by the MinC. The values will be released after the approval of each proposal. For Bahia alone, where the act was held, transfers of R$ 286 million are expected. “We are going to fight for the implementation of the Paulo Gustavo Law so that all cities are covered. We are going to guarantee the use of these resources in a plural way”, highlighted Minister Margareth Menezes. Covered areas Most of the resources, approximately R$ 2.7 billion, will go to the audiovisual sector, since the original proposal for drafting the law provided that the resources would come from the Audiovisual Sectorial Fund (FSA). Beneficiaries will be able to invest in audiovisual productions; support for renovations, restorations, maintenance and operation of movie theaters and traveling cinemas; qualification, formation and qualification in audiovisual; support for film clubs, festivals and exhibitions of audiovisual productions; memory, preservation and digitization of works or audiovisual collections; researches; support for micro and small companies in the audiovisual sector for videos on demand; licensing of audiovisual productions; broadcast on public television networks; and distribution of audiovisual productions. The value of BRL 1.065 billion, which in the original proposal in the elaboration of the law had the National Culture Fund (FNC) as a source of resources, is destined to other cultural and artistic sectors and areas. Among them support for other forms of financing, cultural agents, initiatives, courses or productions or cultural manifestations; and development of artistic and cultural spaces, individual micro-entrepreneurs, micro-enterprises and small cultural companies, cooperatives, institutions and community cultural organizations that had their activities interrupted due to the social isolation measures determined to face the coronavirus pandemic Covid-19. Editals Culture makers will be able to access resources through public notices, public calls, awards or other forms of public selection to be defined by states and municipalities. In addition, federal entities will need to commit to strengthening the existing culture systems or, if they do not exist, to implement them, with the institution of councils, plans and state and municipal culture funds. Another requirement of the regulation of the law is that the contemplated cultural projects must guarantee forms of inclusion and democratization, with accessibility for people with disabilities, democratization measures, deconcentration, decentralization and regionalization of cultural investment, and the implementation of affirmative actions, with mechanisms that encourage the participation of women, black and indigenous people, traditional communities, terreiros and quilombolas, nomadic populations and gypsies, LGBTQIA+ people, people with disabilities and other minorities. “Affirmative actions will be established through quotas, different scoring criteria, specific notices or any other modality, observing the local reality. The decree establishes the obligation of calls to offer a minimum of 20% of vacancies for black people and at least 10% for indigenous people”, says the MinC. Agenda Lula has an agenda in two Northeastern states at the end of this week. This morning, already in Salvador, he had already participated in the opening of the state plenary sessions of the Participatory Pluriannual Plan (PPA). It is a process in which society gives its opinion on priorities for investment in resources and public policies for the next four years. This Friday, the president will leave the capital of Bahia for Fortaleza, where he will participate in the Launching Ceremony of the Full Time Schools Program. In the afternoon, still in Ceará, he goes to Juazeiro do Norte to sign the Provisional Measure establishing the National Pact for the Resumption of Basic Education Works. Then he returns to Brasilia.
