The federal government launches this Friday (12) a program that aims to increase the number of students in full-time schools by more than 1 million. The launch will take place at the Centro de Eventos in Fortaleza, with the presence of President Luiz Inácio Lula da Silva and the Minister of Education, Camilo Santana. Data from the 4th Cycle of Monitoring the Goals of the National Education Plan (PNE) 2022 indicate that the percentage of full-time enrollments in the public network dropped from 17.6% in 2014 to 15.1% in 2021. The PNE Its goal is to provide full-time education in at least half of public schools, serving at least 25% of students. According to the Presidency of the Republic, R$ 4 billion will be transferred to states and municipalities to expand full-time vacancies, that is, with a shift of more than seven hours a day. Resources will be transferred taking into account the number of enrollments agreed between the Ministry of Education and state and municipal administrations, through the Integrated Monitoring, Execution and Control System (Simec). The program provides training for educators, curricular guidelines, incentives for innovative projects and the creation of performance evaluation indicators. Resumption of works In the afternoon, Lula will sign, in Crato (CE), a provisional measure (MP) that will enable the completion of more than 3,500 school infrastructure works that are stopped or unfinished. The MP of the National Pact for the Restoration of Basic Education Works foresees an investment of almost BRL 4 billion in the period from 2023 to 2026. With the conclusion of the works, it is estimated that approximately 450 thousand vacancies will be opened in public schools. “One of the highlights of the national pact is the adoption of the correction of the values to be transferred by the Union to the entities by the National Construction Cost Index (INCC), an indicator that reflects with greater precision the oscillations in the civil construction area. As almost all (95.83%) of the works that are paralyzed or unfinished had agreements signed between 2007 and 2016, the adoption of the measure makes the resumption possible, since the accumulated INCC can reach more than 200%, depending on the period”, informs a note from the Presidency of the Republic. According to the text, states can participate with their own resources and transfer them, if they wish, to municipalities. The Union can transfer extra resources, even if the National Education Development Fund (FNDE) has already transferred the entire estimated value for the work or service, with the aim of redoing stages that have suffered degradation over time. Accountability will be mandatory for the phases of works carried out and those yet to be carried out. According to the FNDE, the works amount to 1,200 new kindergartens and preschools, 1,000 elementary schools, 1,200 sports courts, 86 renovations or expansions and 40 vocational schools. The works will have to be completed in two years, and the period may be extended for the same period only once.
