The chief minister of the Secretariat for Institutional Relations of the Presidency of the Republic, Alexandre Padilha, said this Friday (12), in the capital of São Paulo, that the day is very special because it celebrates the nursing profession, and on the same date in which the President of the Republic, Luiz Inácio Lula da Silva, sanctioned the bill that opens a special credit of R$ 7.3 billion for states and municipalities to honor the new national salary floor for nurses, nursing technicians, nursing assistants and midwives. Padilha participated in a solemn session in honor of World Nursing Day, at the Legislative Assembly of São Paulo (Alesp). “This was yet another victory for the government in the National Congress, yet another commitment by President Lula throughout the electoral campaign and recognition of the role of Brazilian nursing. The total amount is BRL 10 billion annually and this BRL 7.3 billion is because it counts from the month of May. This is a feature that we approved in the Transition PEC, creating an exception to the old spending ceiling to honor with that amount,” he said. Padilha announced that throughout this Friday he will dialogue with parliamentarians from all parties so that, next week, he can proceed with the vote on the country’s new Fiscal Framework. “Next Monday [15] the rapporteur must present the report to all the leaders, and in the dialogue between the leaders of the Chamber and the president of the Chamber, the voting schedule must be determined”. He reaffirmed that he has seen an extremely positive environment for the approval of the proposal and that this will be a very important passport for the country, as it provides more economic security, further encourages a reduction in interest rates and shows that Brazil is an increasingly safe country to receive international investments. Padilha said that the fiscal framework will be voted on over time adequate and that the commitment of President Lula and the Minister of Finance, Fernando Haddad, to send the proposal to Congress by the end of April, was fulfilled. “Our urgency in voting on this new rule of fiscal and social responsibility in the country is because it will set the guideline for the next budget. In August, the government sends the new budget to the National Congress and it is very important that this is already approved”. “It’s like water to wine, so much so that you can say exactly who the funds were released to, with transparency. It is important for us to be able to detail what has been the government’s action in releasing this resource, ”he said. According to the minister, the government has already released around R$ 4 billion to pay for amendments and resources that had not been paid by the previous government to the states and municipalities. “These are resources authorized by the Federal Supreme Court following exactly the rules established at the end of last year. What were commitments made and that the government did not pay, paralyzing works and resources for the area of health and education, the current government is honoring and with transparency”. The minister also pointed out that the government is committing to the resources of this year’s Budget, the individual amendments of parliamentarians. According to him, there was a calendar established by the Budget Guidelines Law, approved by the National Congress, and which determined that by April 26, parliamentarians should indicate the projects. “Until yesterday [quinta-feira] we have already pledged around R$1.6 billion. This is three times more than the previous government committed in the same period. It shows that we have a commitment to dialogue and respect with the National Congress that indications made by parliamentarians for priority projects will have our full support”, he said.
