This Monday morning (15) was the coldest of the year in the city of São Paulo, according to data from the Emergency Management Center (CGE) of the São Paulo City Hall, with thermometers reaching an average of 11°C, in addition to fog and fogs. The city remains in a state of attention for low temperatures, decreed by the municipal Civil Defense since 11 am on Thursday (11). Until then, the coldest dawn had been recorded on April 21, with an average of 11.3°C in the city and an absolute value of 5.6°C in the Parelheiros region, in the extreme south of the capital. However, for absolute value, today’s dawn was not a record, since the lowest temperature was 8.6°C in the region of Perus. CGE data also show that the month of May has accumulated 10.9 millimeters (mm) of rain so far, which represents approximately 19.6% of the 55.5 mm expected for the month. Homeless population The president of the State Movement for the Homeless Population, Robson Mendonça, warned of the great risk of hypothermia for this group if the early mornings continue in low temperatures. According to him, with the removal of the tents where people sleep on the streets, they have become even more vulnerable. “There is a lack of shelters to meet all the demand, this individual stays on the sidewalks. With the removal of the dams, it got worse because they are exposed to the cold. The tent that would have been in Praça da Sé no longer exists, it was removed from there [por causa do projeto de revitalização do centro]. So for a population that is already fragile, this is a very big complicating factor”, she said. The tent mentioned by him was a city hall service that offered soup, hot drinks and blankets in the region. In the short term, he highlights the importance of immediate shelter. “Have more shelter [para essas pessoas] for these low temperatures. There must be a place where the homeless population can be sheltered. Those who have a dog and a wagon too, who cannot enter shelters, so that they can have a shelter”. “Long-term, [precisa de] an improvement in the equipment for receiving the homeless population, that more shelters be created and there is also the issue of social location and housing, these essential things for sheltering the population”, he added. Weather For the next few days, the trend, according to the CGE, is for low temperatures in the early morning and gradually rising during the day. Tuesday (16) should start cold, with fog and lows around 12°C. During the day, the sun favors rising temperatures, with maximums that can reach 24°C and humidity levels reaching values close to 30%. There is no forecast of rain. Street situation The street population surpassed 281 thousand people in Brazil in 2022. This represents an increase of 38% since 2019, after the covid-19 pandemic. This is the conclusion of a study by the Institute of Applied Economic Research (Ipea), released in February this year. The Ipea study warns that the increase in people on the streets is much greater in proportion than that of the general population. In the ten-year period, from 2012 to 2022, the growth of this vulnerable segment was 211%. According to IBGE data, the Brazilian population increased by 11% between 2011 and 2021.
