The Minister of Justice and Public Security, Flávio Dino, said this Thursday (18th), in Brasília, that he presented a plan with the Ministry of Defense to expand the presence of security forces in the forest areas of the Amazon. The subject was discussed earlier in a meeting with the National Bank for Economic and Social Development (BNDES). “I just got back from Rio de Janeiro, where I had a meeting with President Aloízio Mercadante and the entire BNDES team. We presented a common plan between the Ministry of Justice and the Ministry of Defense, aimed, above all, at expanding its presence in the territory. This is the core of the strategy,” said Dino, in an interview. The BNDES is the financial institution responsible for managing the Amazon Fund, which resumed this year with more than R$5.4 billion in cash. The fund is fed with resources from donations from foreign countries to promote projects to protect the biome. According to Flávio Dino, the plan foresees obtaining R$ 1 billion from the Amazon Fund via BNDES, added to R$ 700 million from the budget of the Ministry of Justice and Public Security. “We are asking for resources to multiply river bases, land bases, therefore multiply the presence in the territory with helicopters, drones, weapons and planes and face this new level of crime in the Amazon. Satellite monitoring [por satélite] is important, intelligence is vital, but physical presence is needed”, he emphasized. Organized crime According to Flávio Dino, crime in the region is not only individual, but led by heavily armed and dangerous factions. He cited the difficulties in concluding, for For example, the deintrusion process [medida legal para concretizar a posse efetiva da terra indígena] prospectors in the Yanomami Indigenous Land, in Roraima. “Why has the disintrusion gone without any deaths for months, and during the last few weeks there have been armed clashes? Because exactly the sectors that remained in the territory, not all of them are linked to criminal factions”, he explained. Among the miners killed in recent weeks, after clashes with police forces, was a member of a criminal faction with nationwide operations. This line of investigation became one of the focuses of the federal government’s intelligence actions in the region. Data During the interview, the Minister of Justice presented a balance of recent actions by the security forces of the federal government in the region. He cited, for example, the fulfillment of 129 search and seizure warrants, 74 arrests, the blocking of R$ 183 million in funds from crime and 465 pieces of equipment destroyed or rendered useless. In all the states of the Legal Amazon, according to data from the Planet satellite company, released by the Federal Police, there was a 35.61% reduction in clear-cut deforestation, in the comparison between the months of January to April 2023 with the same period of 2022. Mining alerts, which reached 13,800 last year, were reduced to 8,500 in the first four months of 2023. In the Yanomami Indigenous Land alone, the reduction in mining alerts was 95%, in comparison of the first months of 2022 with the same period of this year.
