The 46-year-old Alessandro Gabri de Almeida’s study journey began in 2007, and since then he has been approved and summoned to assume duties in various public tenders until he reached the position of Police Chief in Rio de Janeiro. “When I started studying, I wanted to be a Justice Officer, but the public notice did not come out. So I took the exam at the Court of Justice (RJ), but I became an analyst and not the position I wanted. Then I became an inspector of the Civil Police, passed and started working”. But he didn’t stop there. He continued studying, and in 2009 he became a notary officer, also in the Civil Police, and also in the Ministry of Labor and Employment contest. He did not assume the duties because he identified more with the police activity of an inspector. “I continued studying because I wanted to be a bailiff. At the end of 2009, I passed the Federal Police (PF) agent exam, but I had to leave the state, I didn’t want to be away from my mother, I would go to Acre and I didn’t take the job”, he said. Finally, in 2012, the Bailiff exam came out. “And I didn’t pass because of a computer issue! That’s when I decided to study for the position of police chief in Rio de Janeiro, in 2012. But due to several problems, the contest took 10 years to be released, it only came out in 2022”. When I went to São Paulo, the public notice for Rio de Janeiro Police Chief came out”. He took the exam and passed. “Now I’m going to the Rio de Janeiro Police Academy (Acadepol)”. “I wanted this role because it suits me, I find it very interesting, no day at work as a police chief is the same as the other. Comparing with the other positions, [como] defender, prosecutor, judge, it is the most instigating activity, which is the investigative activity”, he explains. Vacancies For those who have been studying for a long time to enter the public service, like Alessandro, there are many opportunities this year. The federal government announced new openings for public tenders to recompose the staff, which has lagged behind in recent years. Cases such as the delay in the analysis of processes at the National Institute of Social Security (INSS), increased queues at health services, lack of assistance to indigenous peoples with a reduction in the staff of the National Foundation of Indigenous Peoples (Funai), show this gap. “Only from the last government, the deficit in the federal public sector is 131,000 fewer employees”, informs the secretary general of the Confederation of Workers in the Federal Public Service (Condsef), Sérgio Ronaldo da Silva. “It is necessary to do an emergency recomposition, because an Executive server is doing the tasks of three. This urgency in tenders is immediate because public services have had a very big decline in recent years. By combining this gap in the Bolsonaro government with what it already had in the past, we estimate that it comes to around 200,000 new servers to fill the gap in the executive”. The Condsef secretary said that the most critical sectors are the environmental, agrarian, indigenous (Funai), INSS, health and education areas. “Others also have it, but not in the same need as these sectors, which need to rebuild this workforce, both those who died during the period of covid-19, and those who retired and many are on leave due to a series of factors” . Silva emphasizes the impact of the reduction of human resources that promote these services and public policies. “This reduction in the workforce is drastic for the Brazilian population, which lacks services. The INSS is in a chaotic situation. The government has committed to ending the queue within a year, but the INSS needs around 20,000 new candidates. It already had 42 thousand workers in activity and today it has 18 [mil]. It needs to replace this workforce and end the INSS queue that revolves around 1 million people. Those who most need public services are affected, who are the poorest people and the most inhospitable regions of our country”, laments Silva. Agência Brasil contacted the Ministry of Management and Innovation in Public Services (MGI) to find out how many vacancies are needed to recompose the staff. The folder reported that it is analyzing the demands for public tenders from the bodies and entities of the Federal Public Administration, but said that it does not comment on requests under analysis. For this year, the MGI has already authorized 9,637 vacancies. Anyone who is interested in vacancies in the federal public service can now prepare or increase the pace of studies. At the Brazilian Institute of Geography and Statistics (IBGE) alone, 8,141 vacancies will be made available, and at the Ministry of Science, Technology and Innovation, there will be 814 higher-level vacancies. “It is important to remember that the MGI only authorizes the public tender. The publication of the public notice and the holding of the event is the responsibility of each authorized body”, recalls the folder in a note. The MGI has also authorized a public tender to fill positions at the Ministry of the Environment and Climate Change and at the National Foundation for Indigenous Peoples (Funai). The Minister of Management and Innovation in Public Services, Esther Dweck, said, in April, that by the end of this year, three blocks of public tenders should be announced for the recomposition of personnel. Modalities The public tender aims to fill public positions with the most prepared people in a fair manner. This type of entry into the public service is provided for in the Federal Constitution (Article 37) and in other complementary laws. Every public contest must have at least one written test, which can be objective or essay, or both. Although not mandatory, practical tests, title assessments and physical tests may be carried out. The selection process, on the other hand, aims to meet a need, most often urgent or temporary, in which the number of candidates from the body is not sufficient to carry out the entire service, as is the case of the selection processes of the IBGE, in which they select agents and other functions for the Census. The hiring model is temporary. Interior In addition to vacancies in the federal government, states and municipalities hold competitive examinations to compose their staff. In municipalities, the average is nine vacancies for city councils and 200 vacancies for city halls. The organizer of public tenders IADHED, headquartered in Uberaba (MG), has already organized tenders and selection processes this year in 11 cities in the state of Minas Gerais. “We have five already contracted and the forecast for the year 2023 is to end with more than 25 events executed”, informs the Director of Projects and Operations, Marcelo Navarro, from the Assistance Institute for Human, Educational and Sports Development (IADHED). This organizer serves mainly city councils and city halls of cities with up to 200,000 inhabitants, in addition to foundations, institutes and municipal authorities in the Southeast and Midwest regions. Federal Law 8666/93, which is in force until the end of 2023, and the new Bidding Law 14133/21, which is already in force and will replace 8666/93, establish the forms of contracting through the bidding process in modalities (trading, price assessment, competition, among others), but opens up the possibility of waiving bidding, when the contract is aimed at private institutions of a non-profit legal nature, with the pacification of the Federal Court of Auditors, through the Precedent 287. Currently, waiver of bidding is the most used form for contracting at the federal and state level, which has nationwide organizers such as Fundação Getulio Vargas (FGV), Fundação Cesgranrio, Center for Selection and Promotion of Events (Cespe ), Carlos Chagas Foundation (FCC), Foundation for the Entrance Examination of the State University of São Paulo (Vunesp). “Even with the possibility of dismissal, most cities below 200,000 inhabitants are still using face-to-face bidding, which is a very fragile modality for this type of hiring, due to the low qualification requirement of the organizers”, said Navarro, from the IADHED. For him, competition or price-taking are the most appropriate modalities for contracting the public tender object. “Due to all the complexity and suitability required in the operation of this type of service with public bodies”. The director of the competition organizer explains that in recent years there has been a significant evolution in competitions, both in terms of requirements and inspection of acts and phases. “Technological advances were fundamental in this process, streamlining the entire execution and follow-up”, he said. In his view, all this advancement provides a better selection of public servants. “Effective public servants contribute to the transparency of the actions of public managers. Considering that public servants do not owe their position to the political entity, they can act strictly within the legality, without fear of losing their position, for not responding to non-republican requests from some managers”. We are also betting on the continuity of recompositions, as they have been happening since the beginning of the year, with State Executive and Judiciary contests, mainly public security and tax inspectors”, said Márcio Cisco, manager of Preparations at Casa do Concurseiro, a digital preparatory course for public tenders, headquartered in Porto Alegre. With 17,000 active students, Cisco says that demand has been for courses that prepare for bank public tenders. “Today, the greatest demand is for tenders in the banking area, considering the reference of our professors in the market. Other areas that are also in great demand are the police career and the administrative careers of the Judiciary and the INSS”. Parliamentary advisor Cristiano Gonçalves Rosa, 43 years old, has been preparing for the position of PF delegate for three years. “A lifetime dream. I have already taken nine public tenders for the position of delegate, being approved in almost all of them, but falling outside the cut-off score, which is very high, it should be noted! The last one I did was for a Rio delegate [de Janeiro] and passed very close to the cut-off point. I felt a good evolution since the first one I did, while I was still in college, which made me believe and keep fighting”. Bachelor of Laws and military police officer from Bope-RJ, Cristiano said that the desire to be a delegate arose when he was an instructor of a course for the PF. “I met a delegate who encouraged me to start a law course, which took place in 2016, at the age of 36”. To achieve the goal, the study load is high. “My study routine is 6 hours of study without notice [aberto]. With public notice, I usually press for 10 to 12 hours, when I can reconcile with work. But today I usually study anywhere, at the gym, in line at the bank. One day I went diving and a friend photographed me studying on the boat”, he jokes. For those who are going to start their study journey, he recommends studying at least 4 hours a day. “Even without a competition forecast. Once the public notice is published, the rhythm must rise!” The future delegate Alessandro Gabri, who will soon start at Acadepol, agrees with fellow student Cristiano. The two met during a test and share the opinion that it takes effort and focus to study for competitions. “To pass a public tender, you don’t have to be smart and out of the loop. It means being hardworking, patient and persevering. See and review the material and wait for your moment. Only those who give up do not pass the contest. Some go faster, others take longer. This time is a sore time, of loneliness, dedication and focus. The contest begins, middle, and that middle takes time, it seems that it will never end, and there is the end, which is the possession. The study changed my life and can change anyone’s life”.
