The Ministry of Justice and Public Security (MJ) wants to help governors to better use the resources of the National Public Security Fund (FNSP). To this end, it presented, this Wednesday (7) during a webinar aimed at state security secretaries and managers, some tools that can help them avoid some of the main problems already mapped by the folder. One of the suggestions presented by the Director of Management of the National Fund for Public Security, Larissa Abdala Britto, to local managers is the distance learning courses (EaD) made available on the Internet by the National Secretariat for Public Security (Senasp). The National School of Public Administration (Enap) also offers several courses on budgetary issues, which can help civil servants in the use of public resources. Another tool suggested by the director is the ComprasSUSP platform, which centrally supports public purchases made by bodies that are part of the Unified Public Security System (Susp). The webinar aims to “guide federated entities in the execution of FNSP resources transferred in the fund-to-fund modality, aiming to provide greater fluidity and effectiveness in the execution of these resources, observing the regulations that regulate the matter”. MJ made the entire webinar available on the internet. Necessary themes Director Larissa Abdala began her participation by presenting some “thorny and necessary themes” for the debate, in order to give “greater efficiency and higher percentages of execution” of resources, by the member states. According to her, in the case of the FNSP, one of the biggest concerns is with resources that have been passed, but have not yet been executed. “The vast majority of states have execution rates below 75%”, said the director, referring to analyzes and diagnoses made on the application plans delivered annually. “We have verified that, as a rule, it is the engineering works [para a construção de batalhões e delegacias, por exemplo] those that have made it more difficult for execution rates to grow. We understand that this stems from the bidding process for civil works itself, which, in addition to being complex, traditionally adds more administrative resources and more judicialization”, explained Larissa Abdala. Command posts Another difficulty identified by the FNSP’s Director of Management is the frequent changes or replacements in command posts in local security areas, especially public security secretaries. The director believes that this is a natural problem of politics, especially during government transitions. She, however, adds that even in cases of reelection of governors it is common for changes to occur in public security departments. “We see very high turnover in command of the military police; in Civil Police stations; in the commands of the Military Fire Brigades; and also in the expertise boards. This has had an impact on the percentage of execution of the application plans, because when these command posts undergo changes, there are also replacements of teams correlated with them”, she detailed. “And many of these teams end up having to execute a plan that was not prepared by them”, she added, noting that, in many cases, there is also a lack of training in the teams that are responsible for actions in the area of security in the states. Training courses This is where, according to Larissa Abdala, another tool can be very useful for managers: the distance learning courses provided by Senasp. “These EaD qualifications need to be used by the new teams that entered the state administrations; those who entered the management of state funds; and by those who assumed command posts, including the State Public Security Secretariat itself”, she said. “These skills are extremely important. They are surgical and they are appropriate. They bring very significant content that, if used, will certainly help to get the execution percentages out of this stagnation”, added the director. Technical visits The ministry informed that it had reestablished a calendar aiming at the “in loco” monitoring of executions planned within the scope of the FNSP. The National Secretariat for Public Security has already approved 10 technical visits to the states, between June and October. “It also has a tool that will help speed up the execution of the application plan [de recursos do FNSP], which is the ComprasSUSP. It is a very comprehensive procurement system that will speed up all member states wishing to increase their execution percentage. We will have in our collection everything that is necessary to speed up this application plan for the national public security fund”, emphasizes Larissa Abdala.
