Members of President Luiz Inácio Lula da Silva’s political articulation are working to ensure that the Senate maintains the text of the new fiscal rules, known as the fiscal framework, which was approved in the Chamber of Deputies about three weeks ago. The matter begins to be analyzed this week by the senators and there is pressure, especially from the parliamentary group of Brasília, for the exclusion of the Constitutional Fund of the Federal District (FCDF) from the text. If there is a change, the project returns to the Chamber of Deputies, which may or may not confirm the changes. “There was this debate in the Chamber, this debate has already taken place, the majority of deputies approved the fiscal framework considering not only the Constitutional Fund, but other funds. That these are funds that will experience growth, because the fiscal framework does not prevent this growth”, said the chief minister of Institutional Relations, Alexandre Padilha, in a statement to the press after meeting with Lula and other government ministers, including Fernando Haddad (Finance ) and Rui Costa (Casa Civil), as well as government leaders in the National Congress. Responsible for the political articulation of the government, Padilha informed that the priority is to complete the final approval of the text in the coming weeks. “Our expectation is to be able to vote as quickly as possible, as he managed to do in the Chamber of Deputies”, he highlighted. Padilha pondered that the new fiscal framework has an impact on the definition of the Budget Guidelines Law (LDO) for next year, which needs to be presented by the end of August, “in addition to reinforcing a positive environment in the economy”. Created in 2002 to support the security forces of the DF and help finance education and health services, the Constitutional Fund of the DF, according to the rules in force, must be corrected annually by the real variation in government revenues, the Net Current Revenue (RCL). This update, in the new fiscal framework, starts to grow up to 2.5%, considering the maximum limit of 70% of the real revenue variation, over the next few years. The value of the Fund in 2023 is BRL 23 billion and is added to the Federal District’s own revenue, which this year stands at BRL 34.4 billion. The leader of the government in the National Congress, Jacques Wagner (PT-BA), criticized attempts to exclude the correction of revenues from the new fiscal rules. “No one is discriminated against in the framework voted in the Chamber. Everyone was placed inside the framework. I don’t know what the collection will be, everyone says that we need to have fiscal responsibility, but when we have to, everyone wants to pull their own, then it doesn’t work, “he said. For Wagner, however, the “Senate is sovereign” and can change the text. Sabatins Alexandre Padilha also stated that one of the priorities defined by the President of the Republic is the follow-up of the sabbaths and the voting on nominations for the Federal Supreme Court (STF) and Central Bank, which should take place by the end of this month, as projected. “The one nominated by President Lula [ao STF], [o advogado] Cristiano Zanin has held dinners and held conversations with male and female senators and followed the debate in the Senate. And this is a priority for our monitoring, as well as the two names of the Central Bank. The government’s expectation is that both the BC’s two names and the STF’s nominee will have the hearings and votes in the plenary, which will end in June”, he said. Earlier, the president of the Constitution and Justice Commission (CCJ) of the Senate, Davi Alcolumbre (União Brasil-AP), stated that Cristiano Zanin’s sabbath is scheduled for June 21. The lawyer was appointed by President Lula to occupy the chair left by Ricardo Lewandowski, who recently retired. For the Central Bank, the appointments are Gabriel Galípolo, for the Monetary Policy directorate, and Ailton de Aquino Santos, for the Supervisory Directorate. Galípolo is an economist and professor, currently executive secretary of the Ministry of Finance. He was president of Banco Fator between 2017 and 2021. Ailton has already been a career server at the Central Bank for 25 years, and holds the position of chief auditor at the body. He will be the first black person in history to occupy a directorship at the Central Bank.
