The Ministry of Education resumed the Abdias Nascimento Academic Development Program, through an ordinance published this Wednesday (28), in the Official Gazette. The measure resumes a series of democratization actions in education, created in 2013, and which had been extinguished in the previous government. The program offers qualification in universities, professional and technological education institutions and research centers of excellence, for self-declared black, brown, indigenous, quilombola, rural population and students with disabilities, global developmental disorders and high abilities. According to the ordinance, the objective is to promote training, with opportunities for new experiences and competitiveness for this part of the population, with the granting of scholarships in Brazil and abroad. With this, the measure aims to increase the participation of groups in technical, undergraduate and graduate courses, in addition to improving international mobility. The program also seeks to develop research projects, studies, training and qualification in the areas of promotion and appreciation of racial equality, indigenous culture and languages, accessibility and inclusion, affirmative action for minorities, and the dissemination of Afro-Brazilian History and Culture. The document defines the Secretariat for Continuing Education, Youth and Adult Literacy, Diversity and Inclusion (Secadi) and the Coordination for the Improvement of Higher Education Personnel (Capes) as managers of the program. The two institutions must develop specific strategies and actions for the program that go beyond the already developed activities of international cooperation and the granting of scholarships in Brazil and abroad.
