President Luiz Inácio Lula da Silva sanctioned, this Friday (14), the law of the More Doctors Program. The government’s expectation is to increase by 15,000 the number of doctors in primary care of the Unified Health System (SUS) still in 2023, through the National Strategy for the Training of Specialists for Health. The focus of the program will be the most vulnerable regions. The new edition of Mais Médicos will prioritize the training of professionals with master’s and specialization degrees. Benefits will be offered to professionals who work in places that are difficult to provide. There is also the possibility of incentives such as debt settlement and reimbursement of payments made for Higher Education Student Financing (Fies). With the 15,000 new doctors, the program accounts for a total of 28,000 professionals, which will provide access to healthcare for more than 96 million people. During the program’s sanctioning ceremony, President Lula criticized the way in which Mais Médicos and other public policies were conducted in recent years. “Did you realize how many public policies were destroyed from 2018 until now? Do you know that we had to reassemble 37 public policies that we had implemented, but which were dismantled?”, said the president, referring to programs aimed at universities, popular pharmacies, school lunches, and also the lack of readjustment for employees. “Everything was taken with the utmost impudence.” According to Lula, in the midst of this context, Brazilians understood that, “in a short period of time, for things to go bad is very easy. But for things to improve, it is very difficult, ”he said. “I did not imagine that a president or a minister could say that this program will no longer happen, and that there are many communists working on the periphery of this country. Today’s act is, in fact, the affirmation that, in this country, definitively and forever, the money that is put into health cannot be seen as spent. It is investment, ”he argued. The president recalled some criticisms that Mais Médicos has already received. “Entities representing medicine said there is no need to train more doctors because there are many doctors in the country. But just go to the outskirts of São Paulo, Rio de Janeiro, Fortaleza or Salvador to see how much there is a shortage of doctors.” Massive adherence According to the Minister of Health, Nísia Trindade, adherence to Mais Médicos was “massive”. In a note, the Planalto informs that the first notice of this edition will create 5,968 vacancies – one thousand of them, unprecedented, for the Legal Amazon. The program registered 34,000 applications, a record number since the program was created in 2023. “So far, of those selected by the first public notice, 3,620 professionals are already working in all regions of the country, guaranteeing medical care for more than 20 people. .5 million Brazilians”, details Planalto. New edicts The resumption of the program is the result of Provisional Measure 1,165, of 2023, approved in June by the Legislature. New notices will be opened for professionals and for municipalities to join, “with unprecedented initiatives such as doctors for Street Clinic teams and the prison population, in addition to new vacancies for indigenous territories”. At the same event, President Lula signed a decree establishing an inter-ministerial working group (GT) coordinated by the Ministry of Health with the objective of “discussing, evaluating and proposing” rules for reservation of vacancies for physicians with disabilities and belonging to ethnic-racial groups. According to Planalto, the GT, coordinated by the Ministry of Health, will have the participation of the Ministries of Racial Equality, Human Rights and Citizenship, Management and Innovation in Public Services and Planning.
