The rapporteur for the Transition PEC, Deputy Elmar Nascimento (União-BA), said this Tuesday (13) that there are still parts of the text to be negotiated with party leaders. The measure will allow the elected government to have fiscal space in the spending cap of around BRL 145 billion in the 2023 Budget and another BRL 23 billion in investments outside the cap. The forecast of the parliamentarian is that the text will be voted between this Thursday (15) and Tuesday (20) of next week. According to Nascimento, as of today deputies should hold meetings with benches to adjust the main points of the proposal. Nascimento highlighted that he may incorporate highlights into the text that have a chance of being approved during the plenary vote. “I will take the text of the Senate as a basis and translate the will of the majority of deputies in this House. If they want to approve the Senate text, I have no personal opinion, but the opinion of the majority of deputies will prevail, ”he said. Elmar Nascimento highlighted that it should be easy to approve the fiscal space for the payment of social benefits. The text approved in the Senate on Wednesday (7) establishes the forecast to pay the amount of BRL 600 per month, plus BRL 150 per child up to 6 years of age from January 2023. In addition, the PEC also provides for a “extra-ceiling” amount for payment of aid, extra figures for expenses with socio-environmental programs and the fight against climate change. “That R$200 supplement for Bolsa Família, the increase in the minimum wage, the R$150 extra for children, I believe that no opposition or government deputy will vote against it. Now, from then on, what will prevail from the Senate text is that we need to find out among the deputies ”, he said. Procedure As it is an amendment to the Constitution, the matter needs to be approved by 308 parliamentarians, in two rounds of voting. If there is a change to the text already approved in the Senate, the matter will need to be returned for analysis by the senators. However, the concern of the future government is with the deadline for this analysis, since the parliamentary recess begins next week, on December 23, as long as the Union Budget for 2023 is approved. In practice, if this does not happen within that period, parliamentarians are in a “white recess”, a kind of informal recess. To facilitate the procedure and the high quorum, Nascimento stated that the voting will be carried out in a hybrid way – with the possibility of remote voting. “It will facilitate the hybrid voting process, of being able to vote by cell phone, because even when traveling, the deputy will be able to vote”, he said. Impasse The vote on the PEC is stalled in the Chamber because of an impasse over the judgment of the constitutionality of the rapporteur’s amendments, the so-called “secret budget”. A group of deputies does not want the analysis of the actions on the subject in the Federal Supreme Court and conditions the appreciation of the PEC to that. In the assessment of the rapporteur for next year’s Budget, senator Marcelo Castro (MDB-PI), if deputies do not vote on the Transition PEC later this year, the country will experience “chaos from a budgetary point of view”. In this scenario, the country “would stop in the first month of the Lula government”, said the senator.
