President Luiz Inácio Lula da Silva sanctioned the law that recognizes parades, music, practices and traditions of samba schools as a manifestation of national culture. The law determines that the public authorities guarantee the free activity of schools and the holding of parades. The norm was approved by the National Congress in April of this year. The project is authored by federal deputy Maria do Rosário (PT-RS). Samba schools emerged in the 1920s, in the popular neighborhoods of Rio de Janeiro, amid the popularization of Carnival in Brazil and the struggle for recognition of blacks within urban society. The first samba contest was held in 1929, with the participation of Mangueira, one of the most traditional associations of the Rio de Janeiro carnival. From the 1960s onwards, school parades gained in scope, with elaborate floats and television broadcasting, in addition to the enormous financial impact on local economies, with the movement of commerce and tourism, mainly in the cities of Rio de Janeiro and São Paulo. The samba school parades are part of the carnival celebration in several Brazilian cities. A study by the City of Rio de Janeiro, released in February, estimates that 45,000 people officially work during the Carnival period. On a single parade day, around 20,000 people circulate in the Sambódromo. In 2022, Special Group schools took 37,300 components to the avenue.
