The Ministries of Justice and Public Security (MJSP) and Women signed, this Tuesday (30), the Technical Cooperation Agreement that formalizes the partnership for the construction and equipping of the Brazilian Women’s Houses until December 2026. International Women’s Conference (March 8), the federal government announced the construction of 40 houses, which will be distributed in all Brazilian capitals, in addition to inland cities, until the end of President Luiz Inácio Lula da Silva’s administration. These houses were defined as the main axis of the Woman Living Without Violence Program, instituted on that same day. The federal government program integrates and expands existing public services for women in situations of violence, through the articulation of specialized health care, public security, justice, social assistance network and promotion of financial autonomy. MJSP According to the MJSP Special Advisor and also coordinator of the National Program for Public Security with Citizenship (Pronasci), Tamires Sampaio, the portfolio will make available around R$ 344 million from the National Fund for Public Security to comply with the agreement. The folder will be responsible for creating a bidding commission for the construction and purchase of equipment for the Casas da Mulher Brasileira. Work is expected to begin in the first half of 2023. For MJSP Tamires advisor, Pronasci II has as its axis the fight against femicide – Fabio Pozzebom/ Agência Brasil The advisor to the Ministry of Justice and Public Security highlighted the importance of the agreement signed. “With the resumption of Pronasci II, which has as its first axis the fight against femicide and violence against women, we believe that the Brazilian Women’s House is a very important instrument. Therefore, we will guarantee the nationalization and construction of these 40 houses [da Mulher Brasileira], prioritized Tamires Sampaio. “We believe that the Casa da Mulher Brasileira is a very important instrument. Therefore, we will guarantee the nationalization and construction of these 40 houses [da Mulher Brasileira]”, says MJSP adviser, Tamires Sampaio. Since the relaunch of Pronasci II, in March this year, the program has contributed to combating violence against women by delivering vehicles to the states for Maria da Penha patrols and supporting local police stations specialized in assisting women. Ministry of Women At the other end of the agreement signed this Tuesday, the Ministry of Women will be responsible for confirming the adhesion of state governments to define the cities that will house the houses. the design of each unit, with the services that will be offered to the population in each of the spaces Minister Cida Gonçalves says that before construction it is necessary to agree with the state government – Fabio Pozzebom/ Agência Brasil Casa da Mulher Brasileira as a successful policy, as, according to the minister, most states and municipalities want to install a unit. However, Cida Gonçalves talks about the challenges of having several public services in the same physical space. “Before construction, it is necessary to agree with the state government, because there is the military and civil police, the latter with the specialized police station. It is still necessary to bring in the court of law, the public defender’s office, the public ministry and the municipal government. So you have a range of services. So, I always say that there is the architecture of the work, but there is the architecture for you to actually put the house to work.” Casa da Mulher Brasileira The Casa da Mulher Brasileira is considered a strategic public facility of the Mulher Viver Sem Violence Program. In the same physical space, the public services offered are from the Specialized Police Station for Assistance to Women; Specialized Court of Domestic and Family Violence against Women; Women’s Specialized Public Prosecutor’s Office; Specialized Public Defender of Women; psychosocial care; transit accommodation; toy library; guidance and direction service for aid programs; promotion of economic autonomy; generation of work, employment and income, as well as integration with other services in the health and social assistance network; and the transport center, which will integrate the Casa’s services with the other existing services in the care network for women in situations of violence. The Minister for Women, Cida Gonçalves, lists the advantages of running a home for victims of violence. “When the woman does not have all the services in the same place, it will take about seven days to be fully attended to, because, each day, she will have to go to a different place. But, at Casa da Mulher Brasileira, it’s the opposite: in one day, this woman goes through all the processes. At the police station, court, public prosecutor’s office, public defender’s office and there is psychosocial care. The second point is that the victim already leaves with the urgent protective measure”. Results “The functioning of a unit of the Casa da Mulher Brasileira is very effective, it presents results and guarantees the lives of women”, concludes the Minister for Women, Cida Gonçalves. Currently, there are seven Houses with this model in Brazil, located in Campo Grande (MS), Curitiba (PR), Fortaleza (CE), São Paulo (SP), Boa Vista (RR), Ceilândia (DF) and São Luís (MA ). The Ministry of Women confirms the implementation of 11 new Casas da Mulher Brasileira, in different stages ranging from the bidding process to construction, in the following locations: Salvador (BA), Teresina (PI), Macapá (AM), Goiânia ( GO), Palmas (TO), Manaus (AM), Rio Branco (AC), Aracaju (SE), Belo Horizonte (MG), Ananindeua (PA) and Vila Velha ES).
