The Federal Supreme Court (STF) held a hearing this Thursday (4) with the government of Rio de Janeiro to address compliance with the Court’s decision on the installation of cameras in the uniforms and vehicles of the Special Police Operations Battalion (Bope). At the hearing, representatives of the Supreme Court and the Federal Public Ministry (MPF) decided that they will permanently monitor the implementation of the equipment. In December of last year, Minister Edson Fachin determined that the government of Rio should present a timetable for installing the equipment. The measure was taken after the Court’s decision that forced the corporation to use cameras on uniforms to combat the lack of investigation into the death of citizens during clashes between police and criminals in the state’s communities. The PSB, the party that filed the lawsuit, reported during the meeting that the Supreme Court’s determination is not being complied with and there is a delay in implementing the deployment schedule in the police units that register the highest lethality. The state attorney designated for the hearing informed that the battalions with the highest incidence of lethality already have body cameras and presented a schedule for the purchase of equipment by the local government. In August 2020, the STF restricted the carrying out of police operations in Rio. According to the decision, operations could only be triggered in exceptional cases. And the police have to justify the measures in writing and communicate them to the state Public Prosecutor’s Office, the body responsible for external control of police activity. The measure was taken after the death of Ágatha Vitória Sales Félix, 8 years old, in Complexo do Alemão, in September 2019.
